Main Purpose and Function

The Financial Analyst role is pivotal in supporting the Manager of Engineering FP&A for Utilities. This position entails delivering comprehensive financial analysis for the Utility Division, managing the Annual Utility fees, overseeing budgetary processes, and administering financial agreements with local municipalities.

Specific Duties and Responsibilities

  • Provide in-depth financial analysis for the Utility Divisions, focusing on key performance indicators.
  • Prepare and supervise budget submissions from Associate Directors, ensuring accuracy and completeness while monitoring expenditures and reporting discrepancies to the Division Manager.
  • Coordinate and compute utility fees for property owners, ensuring precise reporting and distribution, while investigating anomalies and implementing corrective measures.
  • Conduct thorough research and analysis of cost structures, advising senior management on financial implications during agreement renegotiations.
  • Collaborate with various departments to address internal audits, risk management, and insurance requirements for the Utility Division.
  • Assist in reviewing business processes and developing strategic initiatives alongside engineering staff.
  • Perform additional duties as assigned.

Qualifications

Education and Experience:

  • A Bachelor's Degree or equivalent in commerce, accounting, finance, economics, or business administration, with designation or eligibility as a Professional Accountant.
  • Five years of progressive experience in accounting, finance, budgeting, and financial analysis, including some supervisory responsibilities.
  • Experience in negotiating and resolving issues related to agreements or discrepancies in data reporting is essential.

Knowledge, Skills and Abilities:

  • Solid understanding of advanced accounting principles, budgeting processes, and municipal financial reporting standards.
  • Proficient in data entry, database management, word processing, spreadsheet development, and financial reporting systems (e.g., MS Word, Excel, SAP).
  • Exceptional interpersonal, written, and verbal communication skills, with the ability to produce clear and concise reports.
  • Strong organizational skills to prioritize tasks and meet deadlines, along with the ability to make sound independent judgments.
  • Maintain effective communication with stakeholders, addressing issues promptly and efficiently.

Subject to operational needs, the City of Vancouver offers a Flexible Work Program, allowing staff to work remotely from locations within a commutable distance from the City worksite.

Salary Information: Pay Grade RNG-080: $97,032 to $121,294 per year
