Main Purpose and Function

Under the supervision of the Manager of Engineering FP&A for Utilities, the Financial Analyst position is tasked with delivering financial insights for the City's Utility Division. This includes coordinating and calculating the Annual Utility fees, managing the budgeting process for the Utility Division, and overseeing the financial elements of the Agreements between the City of Vancouver and other municipalities.

Specific Duties and Responsibilities

  • Provide comprehensive financial analysis for the Utility Divisions concerning the established targets.
  • Prepare and oversee budget submissions from Associate Directors, ensuring accuracy and completeness while regularly monitoring budget expenditures, reporting issues to the Division Manager, and proposing solutions. Utilize automated and statistical software to analyze financial data, identify trends, estimate costs, and develop forecasts for budget recommendations.
  • Coordinate and calculate utility fees billed to property owners, ensuring accurate reporting and distribution, investigating discrepancies, and monitoring impacts on utility reserves while evaluating various financial and operational scenarios.
  • Conduct research and analysis on cost component structures, reporting on the financial aspects of By-Laws related to Utilities and advising senior management on financial implications during agreement renegotiations.
  • Liaise with other departments to coordinate issues involving internal audits, risk management, and insurance requirements for the Utility Division.
  • Assist the Engineer in reviewing business processes and developing strategic initiatives.
  • Perform other duties as assigned.

Qualifications

Education and Experience:

  • A Bachelor's Degree or equivalent from an accredited university in commerce, accounting, finance, economics, or business administration, along with designation or eligibility as a Professional Accountant.
  • A minimum of five years of progressively responsible professional experience in accounting, finance, budgeting, and financial analysis, including some supervisory experience.
  • Experience in negotiating and resolving issues arising from misinterpretation of agreements or correcting discrepancies in data reporting is essential.

Knowledge, Skills, and Abilities:

  • Solid understanding of advanced accounting principles, budgeting practices, and auditing methods. Familiarity with municipal financial reporting standards and regulations, as well as public relations techniques.
  • Proficient in data entry, database management, word processing, spreadsheet development, basic statistics, and computerized financial reporting systems (MS Word, Excel, SAP, and Geoware) for budget preparation, research, and forecasting.
  • Excellent interpersonal, written, and oral communication skills, with the ability to produce clear and accurate reports. Strong analytical skills to research, compile, and summarize diverse information, along with exceptional organizational skills to prioritize tasks and meet deadlines.
  • Ability to maintain open communication with staff from various departments, property owners, and agencies, addressing issues promptly as they arise.

The City of Vancouver has a Flexible Work Program, allowing staff to work remotely from locations within a daily commutable distance from their worksite, subject to operational requirements.
