Main Purpose and Function

Under the direction of the Manager of Citywide Financial Planning and Analysis, the Senior Financial Analyst will play a pivotal role in supporting financial planning and analysis across various departments. This position is tasked with overseeing essential FP&A functions, including short to mid-term planning, budgeting, forecasting, and the implementation of new revenue generation initiatives. The analyst will collaborate closely with team members to facilitate the development of the City's annual budget and multi-year financial plans, support monthly and quarterly financial reporting, and analyze critical business issues that affect revenue opportunities.

This role is crucial in ensuring adherence to internal controls, policies, and business processes while providing financial decision support to help the City achieve its strategic objectives.

Specific Duties and Responsibilities

Strategic Financial Analysis:

  • Utilizes innovative approaches to assess and analyze financial and business scenarios.
  • Demonstrates proficiency in quantitative techniques to prepare insightful financial analyses.
  • Leads the problem-solving process by identifying alternatives and making informed recommendations.
  • Employs financial tools and systems to extract and analyze data effectively.
  • Supports management in developing business cases and assessing financial implications for major decisions.

Strategic Business Partnership and Decision Support:

  • Applies a comprehensive understanding of the organization's business plan to evaluate potential impacts.
  • Influences managerial decisions through data-driven insights and guidance.
  • Explains financial concepts in accessible terms to non-financial stakeholders.

Planning, Budgeting, Forecasting, and Performance Measurement:

  • Leads the operating and capital budget processes, collaborating with experts to manage expenditures and revenues.
  • Prepares variance analyses and forecasts, presenting findings to department leaders.
  • Supports the development of multi-year financial plans and identifies trends affecting departmental goals.

Project Management and Process Improvement:

  • Identifies opportunities for process enhancements and automation within financial reporting and budgeting.
  • Communicates budgeting policies to staff and promotes process improvement initiatives.

Qualifications

  • Bachelor's Degree in Business Administration, Finance, or a related field.
  • Professional Accounting Designation or MBA with relevant experience.
  • A minimum of 8 years of experience in budgeting, financial analysis, and reporting.
  • Advanced proficiency in financial systems, particularly within an ERP environment.

Knowledge, Skills, and Abilities:

  • Strong analytical skills with the ability to navigate complex financial situations.
  • Excellent communication skills, capable of conveying complex financial information clearly.
  • Proven ability to build relationships and work collaboratively across departments.
