About the Role

RHEA Canada is seeking a highly skilled Proposal Manager to join our team. As a Proposal Manager, you will be responsible for leading and managing the development of compliant, competitive, and compelling bids for our clients.

Key Responsibilities
  • Proposal Development: Develop and manage the proposal development process, including creating proposal schedules, outlines, compliance matrices, and the Proposal Development Plan for each bid.
  • Team Management: Lead and manage a team of proposal coordinators, account executives, recruiters, vendors, and external partners to ensure successful bid development.
  • Proposal Repository Management: Establish and maintain the proposal repository, including associated archives and templates, and corporate reference files.
  • Win Strategy Development: Collaborate with the broader team to develop win strategies for each bid.
  • Proposal Review and Quality Assurance: Conduct rigorous quality assurance checks on draft and final documents, and take ownership of proposal reviews (red-teaming) and final proposal delivery.
  • Proposal Kick-off Meetings and Status Calls: Prepare and lead proposal kick-off meetings, status calls, and follow-up sessions.
  • Proposal Lessons Learned: Conduct and document proposal lessons learned and implement actions to improve process efficiency.
  • Proposal Submission and Response Processes: Coordinate and support the production, reproduction, binding, and packaging of proposals for submission and response.
Requirements
  • Public Sector and P3 Proposal Processes: Must have experience with Public Sector and P3 proposal processes (5+ years).
  • Government of Canada Proposal Processes: Must have experience with Government of Canada proposal processes (3+ years).
  • Proposal Templates and Reference Repository: Previous experience creating proposal templates and maintaining a corporate reference repository.
Desirable Skills and Experience
  • Management Experience: Previous experience as a manager or team lead.
  • Information Management: Previous experience in information management.
