Main Function: Assist the Director of Building Services/Chief Building Official in the administration and enforcement of the Building Code Act, the Ontario Building Code, and other related regulations. In the absence of the Director, assume statutory and managerial responsibilities. Supervise plans examination and building inspection services to ensure adherence to statutory legislative requirements while promoting quality customer service outcomes and aligning with the Division's Business Plan.

Characteristic Duties:

  1. Aid in the formulation and implementation of an annual Business Plan encompassing all mandated services of Building Inspection and Plans Examination Sections in conjunction with the budgeting process.
  2. Participate in or lead various legislative and policy initiatives undertaken by the city and other governmental levels.
  3. Oversee the provision of plans examination and building inspection services.
  4. Recommend legislative changes pertinent to Ontario Building Code applications.
  5. Supervise the evaluation of proposed alternative solutions in accordance with the Ontario Building Code requirements.
  6. Manage inspection procedures related to building construction, signage, and plumbing and heating installations conducted by Building Inspectors.
  7. Develop, design, and execute operational policies and programs.
  8. Formulate, propose, and manage the annual budget.
  9. Inspire and lead a diverse workforce.
  10. Exercise final authority in the permit approval process and building construction decisions.
  11. Prepare reports for the Director of Building Services/Chief Building Official.
  12. Supervise assigned personnel, including scheduling, training, performance evaluations, and disciplinary actions.
  13. Provide technical guidance and ensure staff are informed of by-laws and legislative requirements.
  14. Continuously monitor industry developments to maintain current knowledge of legislative changes.
  15. Maintain an updated list of procedures related to the administration of the Building By-law, Zoning By-law, Plumbing, User fees, and Sign By-laws.
  16. Represent the city in engagements with local stakeholders and provincial groups.
  17. Direct activities related to the defense of insurance claims.
  18. Enter into legally binding agreements as stipulated by the Ontario Building Code.
  19. Develop and uphold a comprehensive understanding of CGS's Safety Manual.
  20. Perform other related duties as assigned.

Qualifications:

Education and Training:

• University degree in Engineering or Architecture from a recognized university with Canadian accreditation.

• Eligible for full membership in Professional Engineers Ontario (PEO) or Ontario Association of Architects (OAA).

• Must obtain a Certificate of Qualification through the Ministry of Municipal Affairs and Housing (MMAH) within six (6) months from date of hire.

Experience:

• Minimum of five (5) years of relevant experience, including three (3) years in a supervisory capacity.

Knowledge:

• Familiarity with applicable legislation and related regulations.

Abilities:

• Demonstrated leadership and supervisory capabilities.

Personal Suitability:

• Satisfactory health, attendance, and former employment history.

Language:

• Proficient in English; French verbal skills are highly desirable.

Other Requirements:

• May require the use of a personal or CGS vehicle for CGS business.
