Main Function: Assist the Director of Building Services/Chief Building Official in the administration and enforcement of the Building Code Act, the Ontario Building Code, and other pertinent legislation. In the absence of the Director, assume statutory and managerial responsibilities. Supervise plans examination and building inspection services, ensuring adherence to legislative requirements while promoting quality customer service outcomes aligned with the Division's Business Plan.
Characteristic Duties: Under the general supervision of the Director of Building Services/Chief Building Official.
- Aid in the development and implementation of an annual Business Plan that encompasses all mandated services of the Building Inspection and Plans Examination Sections, in conjunction with the budgeting process. The Plan will outline service objectives, anticipated performance outputs, necessary resource inputs, and performance metrics to evaluate the Section's success against its goals.
- Participate in or lead various legislative and policy initiatives undertaken by the city and other governmental levels, including provincial codes, standards, and legislation affecting construction, the Building Code Act, the Planning Act, and related regulations.
- Oversee the provision of plans examination and building inspection services, ensuring compliance with statutory legislative requirements to support quality customer service outcomes and the Division's Business Plan.
- Recommend legislative changes pertinent to Ontario Building Code applications. Approve the completion of building projects and assist in interpreting regulations within the Ontario Building Code and Planning Act.
- Supervise the review of proposed alternative solutions based on Ontario Building Code requirements and make recommendations to the Director. Assume responsibility for final decision-making in the Director's absence.
- Manage inspection procedures related to building construction, signage, and plumbing and heating installations conducted by Building Inspectors. Monitor the issuance of Orders to Comply and other enforcement actions as required by the Ontario Building Code.
- Develop, design, and implement operational policies and programs to guide overall business performance. Address long-term needs and contribute to continuous improvement initiatives through analysis and the establishment of effective management practices.
- Formulate, recommend, and manage the annual budget related to the area of responsibility, ensuring expenditures remain within approved limits.
- Lead and inspire a diverse workforce, fostering effective teamwork, resolving complex labor relations issues, and maintaining high standards of work quality and organizational performance.
- Exercise final authority over the permit approval process and construction of buildings with financial, health, safety, and community implications.
- Prepare reports for the Director of Building Services/Chief Building Official, including compliance reports and conducting special inspections as necessary.
- Supervise assigned staff, including scheduling, training, performance evaluations, and disciplinary actions. Assess staffing needs and participate in recruitment processes, making recommendations regarding staff selection.
- Provide technical expertise and ensure staff are informed of by-laws and legislative requirements impacting their work. Offer guidance on technical matters related to complex or community-sensitive projects and mediate disputes among residents, builders, developers, and councilors.
- Continuously monitor industry updates to maintain current knowledge of legislative changes and ensure compliance.
- Maintain an updated list of procedures associated with the administration of the Building By-law, Zoning By-law, Plumbing, User fees, and Sign By-laws.
- Represent the city in engagements with local stakeholders and provincial groups, attending council and committee meetings to address community concerns.
- Direct activities related to the defense of insurance claims and compliance with the Building Code Act.
- Enter into legally binding agreements as required by the Ontario Building Code for applications.
- Develop and maintain a comprehensive understanding of the city's Safety Manual and applicable provincial legislation.
- Perform other related duties as assigned that align with job responsibilities or departmental objectives.
Qualifications
Education and Training:
- University degree in Engineering or Architecture from a recognized institution with Canadian accreditation.
- Eligibility for full membership in Professional Engineers Ontario (PEO) or Ontario Association of Architects (OAA).
- Must obtain a Certificate of Qualification through the Ministry of Municipal Affairs and Housing (MMAH) and be registered with MMAH in Legal Process for Chief Building Officials and one (1) of Complex/Large Building, Building Services, or Building Structural within six (6) months of hire. Certification must be maintained in good standing.
Experience:
- A minimum of five (5) years of relevant experience, including three (3) years of supervisory experience at a management level in a related technical environment.
Knowledge:
- Familiarity with applicable legislation and related regulations (Municipal Act, Planning Act, Zoning By-law applications, etc.) and the ability to interpret and apply by-laws and numerous pieces of legislation as outlined in the Building Code Act.
- Knowledge of and demonstrated ability in the city's core competencies and relevant functional competencies.
Abilities:
- Proven leadership, team-building, and supervisory skills with the ability to effectively coach, motivate, manage, and assess the work of others while fostering positive work relationships in a unionized environment.
- Excellent oral, written, and presentation skills with strong interpersonal and public relations abilities to build relationships and influence others.
- Effective report writing skills with the capacity to synthesize complex information for various audiences.
- Proficiency in computer software and administrative systems in a Windows environment (e.g., file maintenance, word processing, spreadsheet applications, etc.).
- Strong research, analytical, problem-solving, and decision-making skills with the ability to exercise sound judgment and resolve complex issues swiftly.
- Demonstrated experience in budget, project, and contract management; program planning, development, and implementation to successfully manage competing priorities and lead multiple initiatives simultaneously.
- A creative and innovative approach to service delivery, with a commitment to quality service and continuous improvement.
Personal Suitability:
- Satisfactory health, attendance, and former employment history.
Language:
- Proficient use of English; both verbally and in writing.
- French verbal skills are highly desirable; written skills are an asset.

- May require the use of a personal or city vehicle for business purposes. Must be physically capable of operating a vehicle safely, possess a valid driver's license, and maintain an acceptable driving record and personal insurance coverage.
This position may also be posted as a development opportunity. Should there be no fully qualified candidate, a candidate who can be expected to meet the required qualifications within a reasonable timeframe may be considered for this role as a development opportunity.
Development opportunity range of pay: $4,238.50 to $4,986.10 bi-weekly (subject to review). The successful candidate will be compensated at the reduced range until the minimum qualifications have been met.
