Position Overview:

The Healthcare of Ontario Pension Plan (HOOPP) is focused on delivering secure retirement income to a vast membership within Ontario's healthcare sector. The Plan Operations Division is tasked with fulfilling HOOPP's pension commitments.

Reporting to the Vice President of Strategic Planning & Performance, this role provides essential leadership in the analysis, development, and enhancement of the Division's risk and control framework. The Director serves as the subject matter expert on best practices related to internal and operational controls governing pension administration processes, emphasizing the strategic advancement of the risk culture within Plan Operations.

Key Responsibilities:

  • Oversee the ongoing development of a risk and evaluation framework tailored for pension administration.
  • Direct the design, implementation, and oversight of operational and financial controls within plan operations.
  • Collaborate with various audit teams, including those responsible for Internal Controls over Financial Reporting (ICFR) and Financial Statement Reporting (FSR).
  • Provide guidance in fostering a comprehensive understanding of operational risks and controls through effective communication and mentorship across Plan Operations.
  • Work alongside the Risk Division to enhance enterprise risk management and control processes.
  • Lead a team of experts in operational risk management and controls, focusing on recruitment, mentorship, and professional development.

Qualifications:

  • A University degree.
  • A professional accounting or risk management designation (CA, CMA, CGA), with a preference for a CA designation.
  • A minimum of 10 years of progressive experience in risk management, finance, or investment sectors, including at least 5 years in a managerial capacity.
  • Extensive knowledge of industry best practices for internal controls and operational risk management.
  • Proficiency in identifying, documenting, and monitoring internal controls.
  • Familiarity with IT controls.
  • Exceptional documentation capabilities.
  • Strong verbal and written communication skills.
  • Analytical and reasoning abilities.
  • Capacity to work independently with minimal oversight.
