Main Purpose and Function
The Transfer & Landfill Operations Branch (TLO) oversees the efficient operation of the Vancouver South Transfer Station/Zero Waste Center and the Vancouver Landfill, ensuring high-quality customer service throughout varying shifts, seven days a week.

The Superintendent I plays a crucial role in leading a team of approximately 45 staff members at one of these sites. Reporting to the Superintendent II and Operations Manager, this position is responsible for managing service delivery within TLO, focusing on continuous improvement and value. Key responsibilities include ensuring safety protocols are established and followed, mentoring and training staff, and exemplifying the professionalism expected of all employees. This role also collaborates with the Associate Director on strategic decision-making and development initiatives.

These positions will primarily be based at the Vancouver Landfill, with potential requirements to work varying shifts at both locations.

Specific Duties and Responsibilities
Understanding the branch operations in detail by:

  • Monitoring and analyzing business performance and operational metrics, regularly communicating findings to senior management to enhance operational efficiencies.
  • Collaborating with the TLO management team to establish, track, and report on annual work plans, ensuring alignment with Branch, Departmental, and City strategic objectives.
  • Driving continuous improvement initiatives to achieve world-class operations while documenting processes and workflows.
  • Managing specific areas of the branch's operating and capital budget, addressing discrepancies, forecasting costs, and obtaining quotes for necessary work.
  • Ensuring high service levels to deliver excellent customer service to citizens and external clients.
  • Overseeing the safe and cost-effective operation of heavy equipment through a structured training and maintenance program.


Establishing a strong connection to Occupational Health and Safety (OHS) within the workgroup by:

  • Collaborating with the OHS Superintendent and Training & Compliance Agent to ensure all safety regulations are met, conducting regular compliance reviews, and scheduling safety training.
  • Promoting a culture of safety within the workgroup and the organization.
  • Responding to emergencies and conducting accident investigations and monthly inspections as necessary.
  • Participating in and leading the TLO health and safety committee.


Supervising and engaging the workgroup, which includes:

  • Clearly communicating branch objectives and expectations to staff.
  • Coaching and mentoring staff while fostering a respectful workplace culture.
  • Identifying training needs and assisting in the development of training plans that balance technical and non-technical skills.
  • Applying collective agreement language and adhering to Branch/Engineering/City policies and procedures.
  • Managing performance development processes for direct reports, ensuring proper documentation and tracking.
  • Supporting attendance management and return-to-work programs.
  • Addressing employee relations issues promptly and fairly.
  • Facilitating team meetings and participating in employee engagement activities.


Demonstrating professionalism by:

  • Modeling expected behaviors, including ethical and collaborative practices.
  • Ensuring compliance with regulatory obligations and safety procedures through measurable actions.
  • Leading initiatives and managing projects using standard project management principles.


Collaborating to achieve goals by:

  • Implementing improvements beyond daily operations.
  • Ensuring branch practices align with City policies and corporate initiatives.
  • Working with technical and administrative staff, as well as external partners, to achieve operational objectives.

Perform other related tasks as required.

Qualifications
Education and Experience:

  • Completion of high school, supplemented by relevant courses and experience.
  • Completion of Grade 12, along with technical, business, and administrative courses related to municipal operations.
  • Successful completion of recognized leadership courses focusing on conflict management and team building.
  • Significant experience in a large, complex, unionized environment is essential.
  • Experience in municipal solid waste operations and related legislation is preferred.
  • Demonstrated experience in supervising and coaching a diverse workforce.
  • A valid BC driver's license is required; Class 3 with air endorsement is preferred.


Knowledge, Skills, and Abilities:

  • SWANA MOLO/LOB and MTS certification, along with comprehensive business area knowledge, are desirable.
  • Ability to develop and monitor annual work plans and staff development plans.
  • Ability to analyze and report on operational metrics.
  • Proficient in MS Office, particularly in creating and using spreadsheets.
  • Knowledge of WorkSafe BC requirements and safety policies.
  • Strong interpersonal skills to promote a supportive work environment.
  • Ability to work collaboratively with other Superintendents to ensure smooth transitions in operational knowledge.
  • Ability to create a clear vision and provide leadership to achieve performance goals.
  • Demonstrated ability to supervise employees and address various employee issues effectively.
  • Ability to interpret and communicate collective agreement language and City policies.
  • Excellent planning, organizational, and project management skills.
  • Strong verbal and written communication skills are essential.


Driver's License

  • A valid BC Driver's License and a safe driving record are required. Class 1 or Class 3 with air endorsement is an asset.
  • The license must not have restrictions that would affect job responsibilities.
