About This Role:

We are in search of a proactive and seasoned professional to fill the role of Communications Strategy Manager. Reporting directly to the Director of Government Relations and Corporate Priorities, the selected candidate will be instrumental in refining the City's communications framework and fostering meaningful engagement with residents, stakeholders, and the media.

In alignment with the City's strategic objectives, the successful candidate will formulate communication strategies and supervise corporate communications across all sectors of the City. This encompasses providing counsel on policy issues, brand management, and program communication. The individual will be accountable for ensuring high-quality and effective communications on behalf of the City through all channels (paid, earned, shared, and owned). Responsibilities will also include overseeing city-wide policies related to branding, social media, and media relations, with consultation on additional policies as necessary. Team leadership is a requirement.

Key Responsibilities:

  • Design and execute comprehensive corporate communication strategies to effectively highlight the City's initiatives, programs, and services.
  • Act as the primary liaison for media inquiries, coordinating responses to ensure accurate and timely information dissemination.
  • Oversee the creation and distribution of press releases, media advisories, newsletters, and other communication materials.
  • Manage the City's digital communication platforms, including website content, social media channels, and mass communications to residents.
  • Collaborate with internal departments to ensure consistency in messaging across all communication channels.
  • Lead crisis communication efforts, providing strategic guidance and support during emergencies or sensitive situations.
  • Monitor and analyze media coverage, public sentiment, and engagement metrics to assess the effectiveness of communication strategies and identify areas for enhancement.
  • Foster and maintain relationships with key stakeholders, including elected officials, community organizations, and partner agencies.
  • Supervise communications personnel, offering mentorship, guidance, and professional development opportunities as needed.
  • Ensure accountability for brand management, promotion, and protection.
  • Manage strategic channels and develop collateral aligned with strategic priorities, compliant with all relevant City policies, and consistent with the City's visual identity and brand guidelines.
  • Provide strategic communication advice to senior management on policy and program matters.
  • Advise the senior leadership team on communication strategies related to municipal initiatives.
  • Perform other duties as assigned.

Qualifications:

  • Fluency in both English and French (written and verbal) is required.
  • A post-secondary degree or diploma in Communications, Public Relations, Journalism, or a related field.
  • 6-8 years of progressive experience in a governmental communications role, with a proven track record in developing and executing strategic communication plans.
  • Strong writing and editing skills, with the ability to craft clear, compelling messages tailored to diverse audiences.
  • Experience leading and implementing a municipal brand refresh or rebranding exercise is a definite asset.
  • Excellent interpersonal skills, with the ability to build relationships and collaborate effectively with internal and external stakeholders.
  • Proven experience managing digital communication platforms, including websites, social media, and email marketing.
  • Ability to work effectively under pressure, handle multiple priorities, and meet tight deadlines.
  • Knowledge of municipal government processes and issues is an asset.
  • Working knowledge of web management best practices, social media management tools, and familiarity with graphic design tools are all definite assets.
  • Experience overseeing other communications professionals (in-house and contracted).
  • Must possess a valid driver's license.
  • Must be fully bilingual in French and English.

Note: Flexibility in working hours will be necessary for this role, including attendance at Council meetings and other city-wide engagements during evenings and weekends.
