About the Role

We are seeking a highly skilled and experienced Communications Manager to join our team at the City of Cornwall. Key Responsibilities
  • Develop and Implement Communications Strategies: Create and execute comprehensive corporate communications plans to effectively promote the City's initiatives, programs, and services.
  • Media Relations and Crisis Communications: Serve as the primary point of contact for media inquiries and coordinate responses to ensure accurate and timely information dissemination. Lead crisis communications efforts, providing strategic guidance and support during emergencies or sensitive situations.
  • Digital Communications and Brand Management: Oversee the creation and distribution of press releases, media advisories, newsletters, and other communication materials. Manage the City's digital communications platforms, including website content, social media channels, and mass communications to residents.
  • Team Management and Collaboration: Supervise communications staff, providing mentorship, guidance, and professional development opportunities as required. Collaborate with internal departments to ensure alignment and consistency in messaging across all communication channels.
  • Brand Promotion and Protection: Be accountable for brand management, promotion, and protection. Manage strategic channels and develop collateral, aligned to strategic priorities, compliant with all relevant City policies, and consistent with the City's visual identity/brand guidelines.
  • Policy and Program Communications: Provide strategic communications advice to senior management on policy and program matters. Advise the senior leadership team on communication strategies related to municipal initiatives.
Requirements
  • Language Proficiency: Fluency in both English and French (written and verbal) is required (Federal language rating / equivalency of CCC required; EEE preferred).
  • Education and Experience: A post-secondary degree or diploma in Communications, Public Relations, Journalism, or a related field. 6-8 years of progressive experience in a governmental (or government-adjacent) communications role, with demonstrated success in developing and executing strategic communication plans.
  • Skills and Abilities: Strong writing and editing skills, with the ability to craft clear, compelling messages tailored to diverse audiences. Excellent interpersonal skills, with the ability to build relationships and collaborate effectively with internal and external interest holders. Proven experience managing digital communications platforms, including websites, social media, and email marketing. Ability to work effectively under pressure, handle multiple priorities, and meet tight deadlines.
