Position Overview: The City of New York is seeking a dedicated attorney to fill the role of Senior Counsel for Information Governance within the Ethics and Compliance Division.

Key Responsibilities:

  • Ensure adherence to the New York State Freedom of Information Law (FOIL) and the New York City Identifying Information Law.
  • Act as the Records Access Officer for the agency, managing and interpreting information requests in accordance with FOIL.
  • Support the Records Appeals Officer in evaluating FOIL appeal cases and provide legal guidance to the General Litigation Division on FOIL-related defenses.
  • Deliver training and advice to City clients regarding FOIL laws, practices, and updates.
  • Fulfill the duties of an Agency Privacy Officer under the Identifying Information Law, including overseeing compliance across all divisions.
  • Review and approve projects or contracts that involve the collection or disclosure of identifying information.
  • Prepare quarterly reports for the Chief Privacy Officer and draft the agency's biennial report on information management.
  • Investigate privacy incidents within the agency and those involving third-party contractors.
  • Participate as a member of the Citywide Privacy Protection Committee.

Qualifications:

  • Must be a graduate of an ABA accredited law school and admitted to the New York State Bar in good standing.
  • A minimum of one year of legal experience post-law school is required.
  • Experience in litigation or FOIL compliance is preferred but not mandatory.
  • Strong judgment, exceptional organizational skills, and robust research and legal analysis capabilities are essential.
  • Comfort in providing sound legal advice to senior attorneys is necessary.
