Position Overview
Reporting to the Manager of Records and Information Management, this specialized position is responsible for managing the daily functions of the City's Privacy Management Program, ensuring adherence to the Freedom of Information and Protection of Privacy Act (FOIPPA). The Privacy Management Specialist will address information requests, interpret and implement FOIPPA regulations, assess complex data for potential release, advise on information disclosure or withholding, and prepare all necessary documentation.

This role also involves contributing to the drafting and evaluation of Privacy Impact Assessments (PIAs), as well as developing policies and procedures related to FOI requests. Effective collaboration with various departments, external entities, and the Office of the Information and Privacy Commissioner (OIPC) is crucial. The position requires providing guidance, information, and training to both staff and the public regarding FOIPPA regulations.

Key Responsibilities

  • Oversee the operations of the Privacy Management Program.
  • Handle and process information requests in compliance with FOIPPA.
  • Review and analyze data for appropriate disclosure.
  • Draft necessary documentation related to information requests.
  • Assist in the development of Privacy Impact Assessments and related policies.
  • Provide training and support to staff and the public on privacy regulations.
  • Collaborate with internal and external stakeholders to ensure compliance.

Qualifications
Completion of Grade 12, supplemented by relevant commercial courses, preferably in FOIPPA, along with substantial related experience; or an equivalent combination of training and experience.

Knowledge, Skills, and Abilities

  • In-depth knowledge of legislation, rules, and regulations governing departmental operations.
  • Strong understanding of municipal department functions related to privacy management.
  • Proficient in business English, including spelling, punctuation, and arithmetic.
  • Ability to interpret and apply FOIPPA provisions and regulations.
  • Capability to develop and recommend policies and procedures.
  • Resourceful decision-making skills in line with established precedents.
  • Ability to prepare and maintain various records and documentation.
  • Strong interpersonal skills to establish effective working relationships.
  • Excellent oral and written communication abilities.
  • Capacity to work under pressure while managing sensitive issues with tact.
