Senior Director of Project Management and Technology Services

The City of New York is seeking a highly skilled and experienced Senior Director of Project Management and Technology Services to join our team. As a key member of our IT Strategy and Project Management Unit, you will play a critical role in ensuring the successful execution of our mission by providing direction to a team of Business Analysts, Quality Assurance Analysts, and Project Managers aligned with our various IT portfolios.
Key Responsibilities:- Reports to the CIO and provides strategic guidance on IT project management and technology services
- Manages teams of Project Managers, Business Analysts, and Quality Assurance Analysts to deliver high-quality IT projects and services
- Mentors and develops team members, providing opportunities for professional growth and skill enhancement
- Defines the vision for each team's product and creates a product roadmap based on this vision
- Works with Business Analysts and Project Managers to manage the product backlog for each project and defines priorities in alignment with agency goals
- Provides guidance throughout the development process to ensure an improved user experience
- Ensures quality control for the applications that are developed
- Ensures timely completion of deliverables by coordinating resources and timetables with staff, business users, and vendors
- Oversees the performance of each team and resolves conflicts when they arise
- Builds teamwork within the team and across teams, maintaining agile and DevOps processes
- Identifies and mitigates risks associated with project delivery and technology services
- Fosters a culture of innovation and continuous improvement within the team, encouraging the adoption of new technologies and methodologies
- Acts as the primary liaison between IT and business units to ensure alignment of IT services with business needs
- Reports to management on the status of the portfolio; ensures documentation is developed and maintained for the portfolio
- Communicates key insights and findings to the product team
- Constantly looks for ways to improve monitoring, discover issues, and deliver better value to the customer
- Participates in SCRUM kick-off and daily SCRUM meetings with the delivery team to review cross-project progress, including deliverables and action items
- Ensures proper documentation, including specifications, testing plans, installation/operational/performance qualifications, training plans, etc.
- Maintains up-to-date knowledge of core products and platforms
- A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services
- At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties
- Minimum of 10 years of experience in IT project management, with at least 5 years in a senior leadership role
- Demonstrated leadership capabilities, with a track record of building and leading high-performing teams
- Proven ability to develop and execute strategic plans that drive business growth and operational efficiency
- Strong analytical and problem-solving skills, with a data-driven approach to decision-making
- Exceptional interpersonal and communication skills, with the ability to influence and inspire stakeholders at all levels
- Experience and knowledge of the SCRUM Process
- Previous experience in Business / Systems Analysis / Product Ownership or Quality Assurance
- Proven experience in eliciting requirements and testing
- Experience in analyzing data to draw business-relevant conclusions and in data visualization techniques and tools
- Basic knowledge in generating process documentation
- Ability to work independently and manage multiple complex projects
- Ability to build strong relationships and bring people together towards a common goal
