Position Overview: Reporting to the Inspections Manager, this role is essential for conducting thorough site evaluations of small structures, residential buildings, and various properties to ensure adherence to approved plans, the Ontario Building Code, and relevant standards and legislation.

Key Responsibilities:

  • Conduct inspections and oversee construction and demolition activities to ensure compliance with approved plans, the Ontario Building Code, applicable standards, and sound construction practices across various domains including 'Residential', 'Plumbing', and 'HVAC'.
  • Evaluate signage for conformity with the Ontario Building Code and Sign By-law(s), issuing orders for any violations.
  • Manage inspection workload and document findings, including the collection and attachment of photographs, reports, and other relevant documents in the computerized records management system.
  • Provide guidance to contractors, architects, engineers, and the public regarding regulations and necessary construction practices while addressing complaints.
  • Review plans and specifications from multiple disciplines to ensure overall compliance with the Ontario Building Code.
  • Verify existing site conditions against permit drawings and municipal address information, including Committee of Adjustment and LPAT decisions.
  • Investigate complaints and enforce regulations concerning violations of statutes, regulations, and bylaws under the jurisdiction of the Chief Building Official (CBO), including Property Standards, Fence, Swimming Pool, and Zoning regulations.
  • Notify the Ministry of Labour regarding unsafe working conditions or sites and participate in related investigations.
  • Assess fire-damaged or unsafe buildings to determine the extent of damage and the necessity for repairs, replacements, or demolition.
  • Gather and prepare evidence for court presentations, representing the City in civil litigation matters.
  • Respond to public inquiries regarding the Ontario Building Code and applicable laws affecting new construction.
  • Issue orders addressing deficiencies in compliance with the Ontario Building Code.
  • Prepare detailed and accurate reports, reviewing consultants' field reports for accuracy and completeness.
  • Ensure that materials and construction methods meet approved standards and practices.
  • Issue Orders to Comply when violations are identified, file court charges, and provide testimony in court when legal action is necessary to enforce compliance.
  • Represent the Division in various committees and meetings.
  • Travel to off-site locations as required and perform Occupational Health & Safety duties as outlined in the Corporation's Health and Safety Program. Undertake other related responsibilities as needed.

Qualifications:

  • Completion of an Ontario Secondary School Graduation Diploma along with three years of post-secondary education in Architectural Technology, Civil Engineering Technology, or Mechanical Engineering Technology, or equivalent qualifications.
  • Possession of Provincial Qualifications from the Ministry of Municipal Affairs in General Legal/CBO, House, HVAC - House, and Plumbing House.
  • Valid Class 'G' Driver's License in accordance with the Highway Traffic Act for operating a City vehicle, along with a driver's abstract as a condition of employment.
  • Experience and education in the design and installation of building, plumbing, heating, ventilation, and air conditioning systems.
  • Proficiency in a computerized office environment and familiarity with Microsoft Office Suite.
  • Ability to read and interpret construction drawings.
  • Comprehensive knowledge of the Ontario Building Code and related standards.
  • Effective oral and written communication skills across all mediums.
  • Knowledge of the Ontario Occupational Health and Safety Act and relevant regulations pertaining to building construction.
  • Ability to interact tactfully and courteously with the public.
  • Strong problem-solving and conflict resolution skills.
  • Demonstrated progress towards additional qualifications administered by the Ministry of Municipal Affairs and Housing as outlined in Division C, Part 3, Table of the Building Code is considered an asset.
  • Current Certificate of Qualification under the Apprenticeship and Tradesperson's Qualifications Act as a sheet metal worker is advantageous.
  • O.A.C.E.T.T. Certification or A.A.T.O. Certification as an Engineering or Architectural Technician or Technologist is beneficial.
  • Membership with the Ontario Building Officials Association along with CBCO designation is an asset.
  • Ability to lift up to 11 lbs.
