Position Overview: Reporting to the Inspections Manager, this role is pivotal in conducting site evaluations for residential buildings, properties, and structures to ensure adherence to approved designs, the Ontario Building Code, and relevant standards and legislation.
Key Responsibilities:
- Conducts thorough inspections and assessments of construction and demolition activities to verify compliance with approved plans, the Ontario Building Code, applicable standards, and sound construction practices across various categories including 'Residential', 'Plumbing', and 'HVAC'.
- Evaluates signage for conformity with the Ontario Building Code and Sign By-law(s), issuing necessary orders for any violations.
- Manages inspection workload efficiently, documenting findings and compiling photographic evidence, reports, and other relevant documents in the digital records management system.
- Provides guidance to contractors, architects, engineers, and the public regarding regulatory requirements and construction standards, while addressing any complaints received.
- Reviews architectural plans and specifications to ensure compliance with the Ontario Building Code.
- Confirms existing site conditions against permit drawings and municipal information, including decisions from the Committee of Adjustment and LPAT.
- Investigates complaints and enforces compliance with statutes, regulations, and bylaws under the authority of the Chief Building Official, including Property Standards, Fence, Swimming Pool, and Zoning regulations.
- Alerts the Ministry of Labour regarding unsafe working conditions and participates in related investigations.
- Assesses fire-damaged or unsafe structures to determine the extent of damage and the necessity for repairs, replacements, or demolition.
- Prepares evidence for court presentations and represents the City in civil litigation matters.
- Responds to public inquiries regarding the Ontario Building Code and applicable laws affecting new construction.
- Issues compliance orders in response to deficiencies identified in the Ontario Building Code.
- Generates detailed and accurate reports, reviewing consultants' field reports for thoroughness and precision.
- Ensures that construction materials and methods align with approved standards and practices.
- Issues Orders to Comply for regulatory infractions, files court charges, and provides testimony in court when legal action is necessary to secure compliance.
- Represents the Division in various committees and meetings.
- Travel to off-site locations may be required. Performs Occupational Health & Safety duties as outlined in the Corporation's Health and Safety Program and undertakes other related responsibilities as needed.
Qualifications:
- Ontario Secondary School Graduation Diploma plus three years of post-secondary education in Architectural Technology, Civil Engineering Technology, or Mechanical Engineering Technology, or equivalent qualifications.
- Provincial Qualifications from the Ministry of Municipal Affairs in General Legal/CBO, House, HVAC - House, and Plumbing House.
- Current, valid Class 'G' Driver's License as per the Highway Traffic Act for operating a City vehicle, along with a driver's abstract as a condition of employment.
- Experience and education in the design and installation of building, plumbing, heating, ventilation, and air conditioning systems.
- Proficiency in a computerized office environment and familiarity with Microsoft Office Suite.
- Ability to read and interpret construction drawings effectively.
- Comprehensive knowledge of the Ontario Building Code and related standards.
- Strong oral and written communication skills across all mediums.
- Knowledge of the Ontario Occupational Health and Safety Act and Regulations relevant to building construction.
- Ability to interact tactfully and courteously with the public.
- Excellent problem-solving and conflict resolution skills.
- Demonstrated achievements towards additional qualifications administered by the Ministry of Municipal Affairs and Housing will be considered an asset.
- Current Certificate of Qualification as a sheet metal worker is an asset.
- O.A.C.E.T.T. Certification or A.A.T.O. Certification as an Engineering or Architectural Technician or Technologist is an asset.
- Membership with the Ontario Building Officials Association and CBCO designation will be considered an asset.
- May be required to lift up to 11 lbs.
