Responsibilities:

  • Oversee repair, modification, and overhaul programs in collaboration with contractors.
  • Supervise and direct the delivery of modification kits and parts to facilitate field modification initiatives.
  • Offer technical insights in the preparation of supporting documentation for Statements of Work (SOWs), requests for proposals, and reviews of resulting data for technical acceptability.
  • Provide technical assistance in reviewing specifications, drawings, and reports.
  • Monitor and review Unsatisfactory Condition Reports (UCRs), pre-installation reports, technical inspection reports, and aircraft inspection change proposals.
  • Evaluate and approve modification instructions and special inspection guidelines for publication and distribution.
  • Assess and approve proposed changes to technical orders, including maintenance instructions, operating instructions, parts lists, and overhaul directives.
  • Assist in identifying and screening applicable spare parts and provisioning documents while reviewing contract clauses.
  • Initiate and maintain written technical correspondence with aircraft engineering officers, the defense supply chain, units, and contractors.
  • Participate in visits to field units with aircraft engineering officers.
  • Advise clients and/or contractor staff on system issues and provide technical expertise for resolutions.
  • Offer technical guidance to clients and/or contractor staff on system selection and development.
  • Provide technical and administrative support to projects, advising operational staff on system issues and offering technical expertise for problem resolution.

Qualifications:

  • Employees/consultants must work on-site five days a week, with potential travel within the Ottawa area as needed.
  • A minimum of three years of experience with the Defence Resource Management Information System (DRMIS) is required.
  • Candidates must be eligible to obtain a Secret Level 2 security clearance.
  • A College Diploma in Electronics, Computer Technology, or a relevant technical field is necessary, or demonstrated Qualification Level 6B in a relevant technical field, along with a minimum substantive rank of Warrant Officer in the Canadian Forces.
  • Six or more years of experience in at least six of the following areas within the last eight years:
    • Utilizing a recognized process framework or LCMM Handbook.
    • Working with Enterprise Resource Planning (ERP) software for equipment cataloging.
    • Maintaining and developing checklists within ERP systems.
    • Coordinating equipment distribution through ERP systems.
    • Evaluating and addressing deficiencies in Technical Failure Reports (TFR) and Unsatisfactory Condition Reports (UCR).
    • Analyzing Statements of Operational Requirements (SOR).
    • Reviewing Technical Data Packages (TDP).
    • Planning and executing equipment demilitarization and disposal.
  • Three or more years of experience in preparing technical documents, including requirements, specifications, checklists, bulletins, reports, and proposals.
  • Previous experience in the Air Force as an LCMM is considered a strong asset.
  • Four or more years of experience in each of the following areas:
    • Developing briefing notes and presentations addressing technical and logistics issues related to equipment.
    • Consulting with stakeholders to support the lifecycle management of equipment.
    • Providing guidance and recommendations on technical issues to assist senior management decision-making.
