About Our Opportunity

In the role of Capital Asset Program Financial Analyst, you will act as a financial consultant for the Capital Infrastructure Program overseen by the Department of Public Works.

Your main responsibilities will include offering financial counsel, conducting analysis, and providing support to senior management, capital program personnel, client departments, and educational boards regarding all financial dimensions associated with capital expenditures. You will be tasked with overseeing capital approvals and commitments, ensuring compliance with legislative and audit standards.

Collaboration with the Director/Executive Director of Finance will be essential, as you will provide support and analysis to Program Directors and the Deputy Minister's office as required.

Reporting to the Manager of Capital Projects, your duties will encompass:

  • Overseeing and managing financial outlays and cash flow for diverse capital initiatives
  • Projecting expenditures in relation to the annual capital budget and advising senior management on necessary actions
  • Formulating strategies to enhance the financial standing of the Department of Public Works concerning the Capital Infrastructure Program
  • Acting as the primary contact for financial inquiries related to capital projects

Qualifications and Experience

Applicants should hold a bachelor's degree and possess a minimum of 5 years of pertinent experience. An accounting designation (CPA) is preferred but not mandatory.

Familiarity with Generally Accepted Accounting Principles (GAAP) and the Public Sector Accounting Board (PSAB) is crucial. Excellent communication skills, meticulous attention to detail, and experience in aligning financial decisions with long-term capital strategies are vital for this position.

Additional assets for this role include current enrollment in a recognized accounting program (CPA) and proficiency in specific financial software.
