Qualifications
  • A minimum of a Bachelor's degree in a relevant field;
  • Certification in Change Management from a recognized organization within the Canadian public sector, or an equivalent university-level course in change management that includes practical implementation;
  • Project management certification from a reputable provider is advantageous;
  • Process improvement certification (Lean or Lean Six Sigma Green Belt or higher) is a plus;
  • At least five years of progressive experience in a business environment applying established Change Management methodologies to facilitate the human aspects of change from inception to full execution;
  • A proven history of effective stakeholder engagement, management, and successful organizational change delivery, particularly in a shared services context;
  • Experience in developing and conducting training sessions, as well as documenting processes and procedures;
  • Experience collaborating with senior leaders in both public and private sectors;
  • Demonstrated ability to lead, motivate, and mentor team members;
  • Extensive experience in leading or supporting projects within a professional setting.

Applicants will be evaluated based on the following criteria:

  • In-depth knowledge and understanding of change management and stakeholder engagement within public sector organizations;
  • Familiarity with standard project management principles and practices;
  • Ability to create comprehensive process and procedure documentation;
  • Knowledge of effective adult learning training techniques;
  • Strong oral and written communication skills in English or the candidate's primary official language (for bilingual roles);
  • Client focus in management services (Level 3);

Competency Framework

The NRC will assess candidates using the Management Services competency framework for this position.

This recruitment aims to fill the position at the RCO-3 or RCO-4 level, which is a senior career level with a salary range of $117,341 to $164,894. Typically, similar RCO positions fall between the increments of $117,341 to $154,102 within this salary range.

Note: The complete RO/RCO salary scale consists of five levels. Salary determination will be based on a review of the candidate's expertise, outcomes, and impacts of their previous work experience relative to the requirements of the level. Consequently, the initial salary may be set within a different level of the RO/RCO salary scale.

Furthermore, individuals in bilingual positions who meet the language requirements will receive an annual Bilingualism Bonus of $800.
