The Role

Reporting directly to the VP of People and Culture, the North America Payroll and Benefits Manager plays a crucial role in managing and overseeing all facets of payroll operations and employee benefits administration. This includes ensuring adherence to local, provincial, state, and federal regulations, negotiating with service providers, and delivering exceptional payroll and benefits support to our workforce.

As a trusted advisor, you will collaborate on human resource solutions that drive business results and enhance the attraction and retention of our talented workforce. This managerial position necessitates a thorough understanding of payroll processes and administration in both the US and Canada, benefits management, and relevant legislative requirements to guarantee accurate, timely, and compliant execution.

Key Responsibilities

Oversee Payroll Operations in the US and Canada:

  • Ensure the precise and timely processing of semimonthly payroll for all employees, including ad hoc payments, commissions, and bonuses.
  • Act as the data steward and partner with our payroll vendor, ensuring accurate and current information for all employee records.
  • Guarantee compliance with local, provincial, state, and federal payroll tax regulations.
  • Lead the integration of payroll and benefits for newly acquired business entities into the Versaterm payroll system.
  • Maintain internal controls related to payroll practices and continuously monitor these processes.
  • Resolve and troubleshoot employee payroll and benefits inquiries.
  • Establish and oversee payroll processes and procedures for routine processing, tax reporting, and internal financial requirements.

Manage Employee Benefits Programs:

  • Administer employee benefits programs, including health insurance, retirement plans, and other offerings.
  • Negotiate with vendors and benefits partners to secure optimal plans, options, and rates.
  • Serve as the primary liaison for plan vendors and third-party administrators.

Enhance Internal Processes:

  • Develop short-term and long-term strategies to achieve continuous improvement and efficiency in payroll processing and service delivery.
  • Implement process enhancements to boost efficiency and satisfaction with payroll services.
  • Document and maintain administrative procedures for assigned benefits processes.
  • Coordinate data transfers to external contacts for services, premiums, and plan administration.

Compliance and Reporting:

  • Ensure adherence to applicable government regulations.
  • Oversee the maintenance of employee benefits files and update payroll records accordingly.
  • Prepare budgetary recommendations and assist in monitoring, verifying, and reconciling budgeted funds.

Employee Support and Communication:

  • Provide customer service support to both internal and external stakeholders.
  • Contribute to organizational communications to keep internal stakeholders informed about matters affecting their payroll or benefits.
  • Collaborate on the design and distribution of materials for benefits orientations, open enrollment, and summary plan descriptions.

Qualifications

Education and Experience:

  • Bachelor's degree in human resources, Business Administration, or a related field.
  • PLP, CPP designation or actively pursuing it.
  • Over 10 years of proven experience as a Payroll and Benefits Manager or in a similar capacity.
  • A minimum of five years of experience in benefits management, including administration, tracking, and auditing of benefits programs.

Skills and Knowledge:

  • Extensive knowledge of payroll processes, tax regulations, and benefits administration for both the US and Canada.
  • Strong analytical skills and thorough understanding of US and Canadian benefits and plan administration.
  • Familiarity with all relevant federal and state regulations, filing, and compliance requirements, including ACA, ERISA, COBRA, FMLA, ADA, Section 125, workers' compensation, Medicare, and Social Security.
  • Excellent communication and organizational skills.
  • Ability to manage multiple complex projects simultaneously while working under pressure to meet deadlines.
