Bureau of Engineering Responsibilities: The Bureau of Engineering (BOE) plays a crucial role in evaluating claims related to construction, construction services, and property damage, ensuring fair resolutions of claims and lawsuits involving the City. BOE is also responsible for the timely administration of City contracts, providing technical analysis and recommendations that are essential to its mission. The Bureau's review of Final Contract Time Extensions (FTE) is vital for the equitable management of City contracts, protecting the City from unforeseen claims. Additionally, BOE collaborates with City-wide Engineering Audit Officers to ensure compliance with contract provisions and Comptroller's Directives during the pre-audit of payments on capital construction projects, promoting equity, inclusiveness, and transparency in the claims process.

Key Responsibilities:

  1. Supervise a team of professional engineers and scientists in the investigation and analysis of intricate construction claims and contract disputes, providing necessary coaching and mentorship.
  2. Conduct thorough investigations and analyses of highly complex construction claims and contract disputes.
  3. Lead research, inquiries, inspections, cost estimations, contract interpretations, and delay and impact studies.
  4. Prepare and oversee comprehensive reports addressing entitlement and damages, along with settlement recommendations.
  5. Establish responsibilities and performance standards for staff, ensuring alignment with relevant civil service titles and operational needs. Delegate tasks based on staff expertise and workload.
  6. Engage with senior personnel from the City, engineering and legal firms, and construction contractors.
  7. Participate actively in settlement meetings and negotiations.
  8. Implement Bureau policies within the directorate.
  9. Monitor directorate performance and report progress and issues to the supervisor as needed.
  10. Perform additional related duties and assignments as required.

Qualifications:

All applicants must be current City of New York employees in a permanent Civil Service title of Administrative Engineer, Administrative Project Manager, or Administrative Construction Project Manager, or reachable on the civil service lists for these titles. A valid New York State License as a Professional Engineer and a minimum of 10 years of full-time paid experience in civil, mechanical, electrical, chemical, environmental, or air pollution control engineering is preferred.

Minimum Qualifications:

1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in relevant engineering fields, with at least two (2) years in an executive, managerial, or administrative role.

Preferred Skills:

  • Familiarity with New York City construction contracts, PPB Rules, and related policies and procedures.
  • Experience managing significant construction contracts, including three (3) or more years supervising professional staff.
  • Knowledge of construction methodologies, scheduling, and cost estimation.
  • Proficiency in Primavera or similar project management/scheduling software.
  • Self-motivated problem solver with strong analytical and decision-making abilities.
  • Capacity to analyze information, exercise independent judgment, and reach sound conclusions based on facts and reasonable assumptions.
  • Excellent interpersonal and communication skills.
  • Strong organizational capabilities.
  • Proven management and leadership skills developed through formal training and progressively responsible positions.
