POSITION SUMMARY

Under the supervision of the Senior Project Manager in Policy Planning, this role involves conducting thorough research, analysis, and assessments related to strategic and policy planning initiatives. The incumbent will assist in preparing materials for community engagement and respond to public inquiries regarding relevant projects.

KEY RESPONSIBILITIES

- Perform detailed research for specialized studies and reports, focusing on policy initiatives, zoning regulations, and other land use and development planning issues.

- Draft comprehensive reports, by-law amendments, and policies or procedures as required.

- Gather, compile, analyze, and interpret planning-related data from various sources, including census data, surveys, and development applications, to support departmental and corporate projects.

- Research and produce routine reports on planning policies and zoning matters across different geographic scales.

- Assist in the development, coordination, and facilitation of public engagement activities, such as information sessions, open houses, and stakeholder meetings. Summarize and report on the outcomes of these engagement processes.

- Prepare and deliver presentations on planning matters to various audiences, including Committees of Council, corporate teams, the public, and local organizations.

- Maintain accurate records and databases regarding development application statuses, meetings, and reports.

- Draft correspondence, including memorandums and letters, addressing planning-related issues to management, staff, residents, elected officials, public agencies, developers, and consultants.

- Foster positive working relationships with applicants, developers, the public, elected officials, and community groups on planning matters; analyze and report on the information received while maintaining key contacts and information sources.

- Address written and verbal inquiries from various stakeholders, including staff, the public, and other governmental levels, ensuring compliance with departmental procedures. Monitor and record the frequency of inquiries.

- Conduct site inspections, documenting observations and photographs to ensure accurate assessments of locations.

- Prepare and present expert evidence at hearings, such as those conducted by the Ontario Land Tribunal.

- Adhere to applicable Health and Safety legislation and all corporate and departmental policies related to Occupational Health and Safety.

- Undertake additional duties as assigned that are directly related to the primary responsibilities of the position.

REQUIRED QUALIFICATIONS

1. A degree in Urban and Regional Planning or a closely related field.

2. Demonstrated ability to analyze issues and develop solutions based on comprehensive knowledge acquired through academic training.

3. A minimum of one year of professional experience in land use planning or municipal operations.

4. Must be a Candidate member of the Ontario Professional Planners Institute or the Canadian Institute of Planners.

5. Proven experience in planning and development, with a strong ability to work collaboratively within a team environment.

6. Familiarity with the municipal landscape and relevant Federal and Provincial policies and legislation, including knowledge of The Planning Act, Official Plans, and Zoning By-laws.

7. Strong verbal and written communication skills, with the ability to articulate ideas effectively.

8. Excellent organizational abilities and capacity to manage tight deadlines and competing priorities.

9. Proficient in Microsoft Office applications, including Word, Excel, and PowerPoint.
