The Primary Health Care Branch within the Physician and Provider Services Division is in search of a proficient individual who possesses the necessary skills and expertise to design and execute ministry initiatives, manage agreements with healthcare providers, and foster relationships with healthcare stakeholders.

About the Ministry

The Ministry of Health is tasked with overseeing the healthcare system and delivering services to the public through various programs, including health insurance, pharmaceutical benefits, assistive devices, mental health care, long-term care, primary care, home care services, community health, and disease prevention. Additionally, it regulates hospitals, operates psychiatric facilities and medical laboratories, and coordinates emergency health services.

About the Division

The Physician and Provider Services Division (PPSD) is responsible for oversight and relationship management with representatives from health service providers, including professional associations and inter-professional primary care teams. The Division also handles physician payment policies, primary care policies, and ensures accountability.

About the Branch

The Primary Health Care Branch (PHCB) enhances the primary healthcare sector by offering expertise and strategic guidance to ministry partners and external stakeholders, aiming to improve equitable access and population-based primary healthcare.

About the Unit

The Blended Models Unit manages funding agreements with primary care physicians and facilitates their registration into various primary healthcare practice models. The unit is also accountable for optimizing the performance of its physician contracts through effective management.

Key Responsibilities

In this position, you will:

  • Monitor the performance of an assigned portfolio and evaluate its success against established service targets.
  • Identify areas of non-compliance and risk, collaborating with providers and stakeholders to address issues.
  • Conduct research and analysis to support contract negotiations and the development of program policies and plans.
  • Prepare and document findings and research results, providing recommendations to senior management.
  • Establish and nurture partnerships with key stakeholders.
  • Perform payment reconciliations and assist with corporate financial planning and reporting.
Qualifications
Program Knowledge
  • Understanding of program and policy development principles to analyze and formulate policy/program design, options, and recommendations.
  • Familiarity with program analysis and evaluation techniques to assess the effectiveness of new or modified policies and programs, offering recommendations.
Communication and Interpersonal Skills
  • Proven ability to build relationships with stakeholders.
  • Advisory and consultation skills to provide guidance and liaise with service providers.
  • Strong communication skills for drafting reports, analyses, correspondence, and related materials.
  • Presentation skills to effectively convey findings to senior staff.
Analytical and Problem-Solving Skills
  • Utilize research and analytical techniques to review and analyze quantitative and qualitative data, preparing operational and financial reports.
  • Synthesize information from various sources.
  • Identify and investigate problems, drafting options and recommendations.
  • Prioritize multiple issues effectively.
Technical Skills
  • Proficiency in computer software applications for preparing a variety of materials.
  • Ability to develop project schedules, conduct internet research, and utilize databases.
