Position Overview
The Workforce Development Policy Analyst will collaborate with First Nations Early Learning Child Care (ELCC) programs and the First Nations Early Learning Child Care Management to facilitate workforce enhancement and evolution. This role is pivotal in driving transformative changes within the workforce landscape of FNELCC in Manitoba. The analyst will play a crucial role in the formulation and execution of strategic objectives and goals pertaining to ELCC.
Core Responsibilities
- Integrate First Nations perspectives, languages, and cultural elements to effectively address the needs of FNELCCM.
- Conduct thorough research and analysis of existing ELCC workforce certifications, providing actionable recommendations for enhancements.
- Prepare comprehensive reports for the FNELCCM management team and leadership focused on workforce development initiatives.
- Engage with First Nations to assess and identify the workforce requirements of FNELCC programs.
- Stay informed on the latest research and best practices in early learning and childcare.
- Interpret and apply provincial ELCC legislation, policies, frameworks, and certification standards.
- Identify and analyze trends in workforce development on regional, national, and international levels.
- Ensure that workforce development competencies align with the needs of FNELCC.
- Evaluate existing ELCC workforce curricula and propose necessary improvements.
- Design curriculum structure, content, and objectives for FNELCC workforce development, grounded in early childhood education principles and adult learning theories.
- Create educational materials and resources to support ELCC workforce development.
- Collaborate with interdisciplinary team members in the strategic planning and development of FNELCCM initiatives.
- Assist in organizing and presenting at ELCC conferences and community gatherings.
- Perform additional duties as required.
Qualifications
- Master's Degree in Early Childhood Education, Family Social Sciences, Developmental Studies, Education, or a related discipline; or a Bachelor's Degree in a relevant field with a minimum of ten years of experience in early childhood education facilitation.
- Exceptional verbal and written communication skills.
- Proven experience in technical writing and material publication.
- Extensive knowledge of child development and early childhood pedagogy.
- Experience in the design, development, delivery, and assessment of early childhood education programs and courses.
- Strong problem-solving and analytical thinking abilities.
- Familiarity with adult education principles.
- Capacity to work autonomously and collaboratively within a multidisciplinary professional team.
- Ability to handle confidential and sensitive information with discretion.
- Strong organizational skills with the ability to prioritize tasks and meet deadlines.
- Understanding of First Nations governance and leadership structures.
- Experience in First Nations Early Learning Child Care (ELCC) programs is advantageous.
- Fluency in a First Nations language is a valuable asset.
- Proficient in MS Office applications, including Word, Excel, and Outlook.
- Possession of a valid driver's license and access to a reliable vehicle.
- Current satisfactory Criminal Record Check and Clear Adult Abuse and Child Abuse Registry Checks are required.
