The Manager, National Labour Relations (Strategy) leads a team of labour relations experts in the effective management and consistent implementation of labour relations activities and programs in a highly mechanized, unionized and politically sensitive environment.

**Responsibilities**:
Below are the main job requirements and responsibilities for the Manager, National Labour Relations (Strategy).
- Determines appropriate interpretations for collective agreement language and devises guidelines and procedures to be used by Head Office, field staff and line management in support of consistent interpretation of similar collective agreement language.
- Provides advice and technical expertise to managers and assists in identifying and resolving labour disputes, grievances, arbitrations, and other Labour Relations concerns or issues. Promotes understanding and compliance with the collective agreement through the Labour Relations community and reports anomalies to senior management.
- Supervises a team of labour relations experts and ensure, through succession planning, the continuing development of competent LR staff.
- Establishes, promotes and maintains effective working relationships with staff in other Corporate functions and with National Bargaining Agent Officials.
- Provides ongoing support to the Director/Chief Negotiator on all major Labour Relations’ initiatives and coordinates preparation for bargaining.

**Job Responsibilities (continued)**:

- Liaises with other Labour Relations Portfolios and corporate functions to identify and assess issues to be brought to the negotiating table and to keep abreast of union activities
- Maintains professional contact with Labour Relations experts within and outside the Corporation to exchange knowledge and contribute to the development of expertise within the Corporation.
- Responsible for the preparation of documents/exhibits for negotiations. Manages the gathering of information and data to ensure that the negotiating team’s knowledge base/assumptions are current and provides reports concerning the progress of negotiations. Makes recommendations and provides research and management support in the determination of negotiations strategies.
- Manages the analysis of internal and external trends and issues impacting on all areas of Labour Relations. Anticipates disruptive issues or activities in the labour force and recommend effective counteractive measures or tactics to senior management at the regional and national levels.
- Coordinates all communications between CPC clients and the Director/Chief Negotiator relating to bargaining issues and concerns. Provides advice and guidance to functional personnel on the direction and impact of negotiations.

**Qualifications**:
**Education**
- Completed post-secondary, preferably in Labour/Industrial relations or a related field.

**Experience**
- 3 to 5 years of relevant functional experience.
- 2 or more years’ experience in a supervisory capacity.
- Proficient computer skills and competent with Microsoft Office programs.
- Excellent team building and leadership skills and experience.
- Sound organizational, analytical, judgement and decision-making skills with proven abilities in problem solving.
- Strong interpersonal skills with an ability to build and maintain relationships.
- Strong oral and written communication skills.
- One or more years of experience in a unionized environment an asset.
- Knowledge of Labour-Management principles and practices, the Canada Labour Code and the Canada Labour Relations Board process.
- Familiarity with provincial labour legislation, external collective agreements and various labour organizations.
- Knowledge of Canada Post collective agreements, Canada Post Health and Safety programs, the Worker’s Compensation Process and the Canada Post Act, a strong asset.
- The ability to work under extreme pressure and tight deadlines is required.
