The Professional Institute of the Public Service of Canada, a national union representing some 70,000 professionals and scientists throughout Canada, requires a **HR Labour Specialist** for its National Office.

**What can I expect to do in this role?**

The HR Labour Specialist manages, coordinates and participates in investigations that arise out of complaints and grievances filed under Human Resources policies, protocols, collective agreements, and legislative acts/regulations.

Major responsibilities of this position include:

- Provide advice, guidance and support to management and staff, on a full range of labour and employee relations issues.
- Research, identify, review and manage collective agreement proposals required for negotiations with staff unions. Conduct collective agreement comparisons and salary comparisons across similar workplaces. Manage the collective bargaining processes with staff unions and implement negotiated terms and conditions of agreements.
- Contribute to the development of internal policies, conduct research, and make recommendations on alternative approaches for managing human resources programs and participate in consultation with staff unions on the policies in compliance with labour and employment law.
- Manage and conduct workplace investigations in accordance with employment legislation, collective agreements and Institute policies and procedures. Draft and distribute reports identifying outcomes and reports. Identify and engage consultants when required.
- Administer and provide advice, information and interpretation to management and staff on respective collective agreements and excluded staff terms and conditions of employment, policies and practices.
- Contribute to the development and delivery of training where required.
- Participate in Institute consultations with the staff unions regarding classification ratings as required.
- Provide advice, assistance, and support to management and coordinate the staff grievance and complaint processes. Prepare reports on all grievance matters. Participate in grievance hearings, tribunals, and other labour relations matters. Coordinate and assist external counsel on cases referred to arbitration.
- Participate in the preparation of Memoranda of Settlements for grievance settlements, discharges and other labour relations or human resources matters. Manage and coordinate the implementation of settlements as required.
- In cooperation with the HR colleagues, participate in identifying and developing leave agreements, medical accommodation plans, and return to work protocols, as required.
- Prepare reports and documentation related to labour relations matters, grievances and related requirements.
- Lead, facilitate, or participate in other multi-disciplinary teams or special projects as assigned and work collaboratively with employees in other sections.

**Language Requirements**:
Fluency in both official languages (French and English) is required.

**How do I qualify?**
- Completion of a relevant university degree in labour relations or industrial relations.
- Five (5) to eight (8) years’ experience as a Human Resources Generalist.
- Including three (3) years’ experience in labour relations, or an equivalent combination of education and experience.

**Preferred Qualifications**:

- Certified Human Resources Professional (CHRP) designation.

**Required Knowledge, Skills and Abilities**:

- Knowledge of management practices and techniques.
- Knowledge of legislation applicable to Institute employees and the Institute as the Employer.
- Knowledge of other authorities governing employer/employee relations in each provincial jurisdiction and federally.
- Knowledge of provincial employment standards and workers’ compensation legislations and procedures.
- Knowledge of human resources practices, policies, procedures and trends in related human resources areas.
- Experience in providing advice to management on all areas of labour relations and workplace investigations.
- Experience in classification in a unionized environment, an asset.
- Experience researching, developing and recommending initiatives and management of labour relations.
- Experience in collective bargaining and managing employee relations issues.
- Ability to advise staff on terms and conditions of employment.
- Ability to prepare reports, correspondence, and other documents.
