We are looking for a Manager of Operations to support the NPO within the National Programs and Business Services Branch. The Manager of Operations would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

The Manager of Operations provides leadership and expert advice in support of a comprehensive range of operational and financial requirements of the NPO in the areas of resource management, financial budget oversight, communications, quality assurance and performance management while considering future needs and objectives. This position is accountable for the development and oversight of NPO information management and technology (IM/IT) systems and tools that support the NRC’s specialized Collaborative Research and Development program delivery. This position also determines, recommends, and develops policies and procedures to ensure the efficient and effective delivery of operational and financial services as the primary expert on operational and financial contribution policies, and provides interpretation and guidance to the NPO staff and the management team on these matters. The position also provides oversight of support programs including Common Services and OSH and ensures the alignment, operational efficiency, and integration of services.

The Manager of Operations has a pivotal role on the oversight of projects lead by program advisers, and supported by officers, agents and stakeholders. All while working in collaboration with internal (Finance and Procurement Services and IT) and external stakeholders (e.g., the central agencies and NRC corporate staff).

The Manager of Operations participates in cross-functional committees, working groups or special task forces and provides advice and guidance in relation to discussions points tabled covering specific targeted CSTIP and national program office and system issues raised by clients and stakeholders.

**Education**:
Bachelor's degree in Science, Business Administration, Public Administration or Commerce from a recognized post-secondary institution.

A bachelor's degree in another field with significant work experience relevant to the position will be considered.

**Experience**:

- Recent* and significant** experience in the management of budgets, including grants and contributions funding, contracts, and of operation functions.
- Experience effectively managing human resources.
- Experience in the development, interpretation, and implementation of operational policies and procedures.
- Experience in extracting, analyzing, synthesizing economic, financial and business data into reports.
- Significant experience in providing advice to senior management on operational processes related to financial and administrative services.
- Extensive** experience in effectively engaging with internal and/or external stakeholders to further common business mandates.
- Experience in analyzing complex business situations and creating solutions to identified problems.
- Recent is defined as within the last 5 years.

**Significant experience is defined as experience associated with having performed a broad range of activities over approximately the course of at least 3 years.
- ** Extensive experience is defined as experience associated with having performed a broad range of activities over approximately the course of at least 7 years.**Assets**:

- Experience with IM/IT CRM enterprise environment that support the procedures, policies, and guidelines to ensure the effective delivery, management and oversight of transfer payment programs (commonly referred to as a GCMS) in a public service context.
- Experience with data architecture, data lineage, data integration, data governance, data life cycle management, data quality, and data strategy.
