**PURPOSE OF POSITION**:

- Under the direction of the Assistant Director, Regional Offices Branch, in consultation with the Education Program Officer and as part of a larger education team that includes regional, national and component staff and elected officers, the National Education Development Officer builds the union and fosters membership solidarity and activism by conceptualizing, researching, developing, testing and updating and delivering national union education. The National Education Development Officer provides leadership and coordinates the development of core program(s) of PSAC education that is relevant, comprehensive, innovative and dynamic.**QUALIFICATIONS**:
**_Education/Experience_**:

- Significant experience as a course developer and popular educator.
- Some program administration experience.

**_Knowledge_**:

- Knowledge of the labour movement, trade union practices and organization, principles of labour and human rights legislation, and the current social, political, and economic issues that affect PSAC members.

**_Abilities_**:

- Ability to develop educational materials (including the ability to assess learning needs, formulate objectives, create innovative and participatory methodology, write facilitators’ notes and participants’ handouts).
- Ability to provide effective feedback and editorial comments on education materials with a focus on content, flow, techniques, format and accessibility.
- Ability to produce a course / kit framework, course materials, reports and analysis within prescribed deadlines.
- Ability to facilitate (including assessment of group process, analysis of individual behaviour, syntheses of group thoughts and opinions, problem solving, consensus building and promoting effective teamwork).
- Second language skills as per the Common European Framework of Reference for Languages (CEFR) level indicated above.
- Ability to communicate orally and in writing to a wide range of union members.
- Ability to develop a plan and bring it to fruition.

**_Personal suitability_**:

- Understanding of and commitment to trade union, anti-oppression, equity principles and understanding of sensitive political and social issues.
- A high degree of initiative, tact and good judgment is required, with the ability to work collaboratively and respectfully with others, and cope well with stress.
- Excellent judgment and demonstrated problem solving is required, with consultative, persuasive conflict resolution skills to provide sound direction and advice on a variety of issues to educational program development.
- Long irregular hours and travel are sometimes required.
