Payroll Business Partner

Under the direction of the Director, Finance the Payroll Business Partner performs payroll services for Menno Place, maintaining current practical knowledge of multiple Collective Agreements and Terms and Conditions. The incumbent will follow Menno Place policies and procedures supporting clinical and allied health teams to provide Resident and Family Centred Care (RFCC) while safeguarding staff and residents.
This person is an integral member of the Menno Place team and is required to have a commitment to the vision, mission and values of Menno Place performing duties following Menno Place policies and procedures and ensuring safety for residents and staff.
This position requires teamwork, communication, and cooperation. In performing duties, the Payroll Business Partner will contribute to a positive and professional working environment, receiving instruction and feedback and cooperating with their supervisor and co-workers. This person demonstrates excellent time management, critical thinking, numeracy, confidentiality and participates in continuous quality improvement of corporate services.
**Key Accountabilities**
As a member of the Payroll Team:
- Processes payroll for hourly and salaried employees of Menno Place, ensuring wages, deductions, accruals, and pay-outs are accurately calculated, validated, and issued in compliance with the BC Employment Standards Act, employment contracts, and labour-management agreements.
- Sets up and maintains employee payroll files.
- Calculates vacation, time, and benefit-in-lieu of wages owing, and manages discrepancies.
- Ensures accuracy of wage rate steps and pay rate changes.
- Audits payroll for conformity with legislation, regulations, Collective Agreements, and procedures, correcting discrepancies as necessary.
- Responds to payment and remittance inquiries and complaints, providing guidance and information on payroll matters to leadership and staff.
- Investigates and resolves payroll discrepancies by liaising with internal and external partners, including Scheduling, Managers, and People & Culture partners.
- Processes remittance entitlements for Pension Corporation, Receiver General, WorkSafeBC, and other agencies.
- Completes accurate and timely data submissions, including payroll reports, annual year-end reports, and reports to agencies such as Pension Corporation, WorkSafeBC, CRA, and Service Canada.
- Assists in month-end reconciliations, balancing payroll, and summary reporting.
- Serves as a payroll trainer for the Finance Team, developing and maintaining a user guide for payroll processes.
- Supports Managers with financial analysis and reporting on monthly payroll statistics.
- Consults with managers to assist them in understanding their payroll data, impact of discrepancies, trends, and payroll metrics.
- Works with assigned managers as an advisor to assist with risk management as it relates to payroll, analyzing payroll reports, and advising on strategic initiatives impacted by payroll.
- Consults with other business partners to understand trends, coverage during absences, and priorities of each manager.
- Consult with managers and provide daily payroll guidance.
- Explain payroll processes to internal stakeholders to ensure consistency and identify opportunities for continuous improvement.
- Analyzes payroll data and performs scheduled audits to ensure best practices and legislative compliance.
- Assists the Director, Finance with special projects, including payroll platform sourcing and process development.
- Reports emerging payroll trends and notable transactions, including opportunities for process efficiencies and cost savings, to the Director of Finance.
- Makes recommendations for procedural and practice improvements to payroll processes.
- Supports the Director of Finance with the annual budget process, including payroll data entry and other related tasks.
- Prepares payroll accounts, including documentation, account reconciliation, and compilation of supporting information for audits.
- Stores employee and organizational records, data, equipment, and supplies in a safe and efficient manner, in compliance with industry best practices and legislative requirements.
- Provides relief for team members, including the Payroll Partner.
- Performs other related duties as required.
**Qualifications**
**Education, Training and Experience**
- Grade 12 diploma or equivalent
- Accounting Certificate from a recognized post-secondary learning institution
- Bachelors degree in accounting preferred
- Current Canadian Payroll Association Certification
- Minimum four (4) years’ recent related accounting or finance experience, or equivalent combination of education, training, and experience
