We are looking for an experienced **Payroll Manager **to join our Finance team. In this pivotal leadership role, you will provide senior leadership for payroll operations by directly overseeing the team that ensures the accurate and timely processing of unionized and non-unionized payroll and a comprehensive benefits program.
In addition to providing leadership oversight to the Payroll team, you will also participate in the development of departmental goals and objectives as well as the development and implementation of policies, procedures and systems for Payroll and related business processes, such as employee entitlements, benefit carrier policies and systems, and the organization’s Human Capital Management (HCM) system.
Key responsibilities in this role include:
- Providing advice, guidance, recommendations and direction on all aspects of payroll administration and related matters to senior leadership including but not limited to, pay rates and increments, position management, workforce and timesheet management, employee benefits and time off entitlements, pay, earning and deduction codes, and general ledge account mapping
- Ensuring sufficient internal financial controls on wage and benefit expenditures are in place, and performing periodic reviews to ensure effectiveness
- Developing contingency plans for processing payroll during emergency situations
- Ensuring compliance with all statutory and contractual obligations for deductions, remitting and reporting; reviewing payroll systems, controls and procedures
- Coordinating the payroll aspects of audits and related activities, including any external or government audits
- Assisting the Director, Financial Planning and Analysis, with budgetary planning of wage and benefit costs; preparing and overseeing the budget for the payroll operation and ensuring adequacy in payroll staffing and resources
- Providing expert knowledge of payroll costing and accounting requirements, and ensuring reconciliation of payroll liability accounts and payroll benefit premiums are performed
- Providing direction on behalf of the company to benefit providers and consultants on changes to benefit policies and administrative processes, and providing expert guidance to senior leadership in the department on benefit matters with organizational impact
- Continually assessing needs to improve quality, efficiency, service satisfaction and processing time, and focuses on projects that streamline processes and improve departmental efficiency
- Ensuring the development and implementation of payroll policies, procedures and financial controls for timely production of payrolls, accurate reporting, and timely remittances.
**WHAT YOU BRING**:
- Minimum 7 years of relevant experience in payroll, benefits or an equivalent combination of education, training and experience
- Minimum of 3 years’ payroll managerial experience including the leadership of a team of Payroll professionals
- Post-secondary education in a related discipline such as business administration or finance
- Payroll Leadership Professional (PLP) certification by the National Payroll Institute is considered a definite advantage
- Experience processing Payroll and streamlining processes using an HRIS system (Experience with Dayforce HCM is a strong asset)
- Completion of a recognized professional accounting program such as CPA (legacy CGA, CMA, or CA) is a strong asset
- Experience with pension administration, particularly the Municipal Pension Plan, is an asset
- Knowledge of federal and provincial laws for BC, Alberta and Ontario, organizational regulations, policies and collective agreements as applicable to wage, salary and benefits administration including payroll and accounting principles, practices and procedures, including legislation, statutory requirements, policies, audit and practices applicable to the work
- Prior experience with unionized payroll would be considered advantageous
- Demonstrated ability to develop, recommend and implement payroll, benefits and pension related administrative policies, procedures and controls
- Ability to conduct financial and qualitative analyses and to exercise sound judgement in interpreting and processing payroll, benefits and related information.
**SECURITY REQUIREMENTS**:
As a condition of employment at E-Comm, the required Police Security Clearance applicable to the position must be acquired and maintained. This is a process carried out by our law enforcement partner agencies, facilitated by E-Comm. The minimum residency in Canada to qualify for this position, as established by our law enforcement partner agencies, is 5 years.
