**Position Summary**:

We are currently looking to hire an Export Compliance Manager to support our rapid growth in Canada, having experienced significant headcount and revenue growth year over year since 2015. Actalent is a strategic partner to many major clients in the Aerospace and Defense industry in Montreal.

The Export Controls Manager will define, document and help execute and monitor a company export compliance program that addresses all export classes of goods and technologies to meet the requirements of the Canadian Controlled Goods Program. In this role, the Export Controls Manager will be responsible for, but not limited to, the following tasks; identification of goods and technologies (involving goods inventory, export classification & marking), controlled Access to goods & technologies (controlling physical and remote access by relating individual clearances to technology classifications), record keeping of all export transactions (covering nature and date of transaction and individuals involved in the receipt, transfer and final disposal of goods and technologies), auditing of processes controlling export transactions for robustness, reporting security breaches to the appropriate authorities, training of employees on the company’s export compliance and Controlled Goods Program, providing Controlled Goods security assessments on employees and ensuring updates and compliance to the security plan as constructed for the facility.

This role will also partner closely with the US export control team and may support compliance efforts in region, as possible.

Success in this role requires proven Export Controls expertise combined with -business acumen to deliver technical and business solutions that ensure compliance with all export-controlled goods being processed by Actalent and its clients. In addition, strong technical, organizational, communication, leadership and client relationship skills are a must.

This position may require some travel to Actalent offices in the US and customer locations to meet with clients, employees, and internal business partners at other locations.

**Primary Duties and Responsibilities**:

- Develop, maintain, document and support a comprehensive internal export controls and Controlled Goods program to ensure compliance with regulatory agencies by establishing and supporting business processes for:

- Providing export control support for internal operation and support personnel.
- Working with the management team in the review of quotations and contractual agreements, e.g., Requests for Proposal (RFP), Statements of Work (SOW) to evaluate the impact of export controls to:

- Advise management of export associated risks and issues at project onset
- Assist in formulating project strategy and work process integration
- Ensure conformance to export requirements and company policy.
- Preparing and implementing Security Control Plan (SCP), Export Compliance Management Plans (ECMPs), Technology Transfer Control Plans (TTCPs) and Technology Control Plans (TCPs).
- Familiarity with US export regulations such as ITAR and EAR.
- Defining export compliance program enhancement objectives and associated implementation timeline
- Defining, submitting and obtaining all necessary export licenses, permits, certifications, and technology release determinations.
- Establish security protocols to ensure:

- Denied party screening prior to transfer of goods or technology
- Review and timely processing of foreign visitor requests
- Maintain auditable records of all site visits and goods and technology transfers.
- Develop and maintain monthly export metrics and scorecards using the Quality Management system
- Establish relations with appropriate government regulatory agencies.
- Assist in the planning and performance of export control B.U. self-assessments and related audits by developing an audit program with demonstrable measurements to prove or disprove the company’s level of export compliance to regulatory requirements.
- Conduct export compliance audits for the organization and work to close any identified gaps.
- Support the legal department in investigating and resolving compliance problems, questions, or complaints
- Work with Business Unit leaders to educate staff on export regulations to ensure company maintains compliance as a top priority:

- Assist in the development of the company export controls and Controlled Goods training program,
- Assist in the development and use of associated training materials
- Assist in the continuous improvement of export processes, procedures and work instructions.
- Maintain export control competency, by:

- Keeping abreast of laws, regulations, external and internal policies and procedures governing the administration of contracts and export compliance
