**Overview**:
This is a compliance driven role relating to employer due diligence for ensuring fleet-related vehicle and equipment training is current and documentation is maintained to meet the employer's obligations under the National Safety Code (NSC) and WorkSafe BC regulations. This position supports the Fleet Training Manager role by conducting basic driving assessments, generating reports of expiring certifications, schedules training, sources fleet training consultants, and ensures training documentation and assessments are up to date, entered and tracked in confidential employee files/electronic systems.
**Examples of key responsibilities include, but are not limited to**:
- Maintains all documentation relating to confidential driver records (driver's license, driving abstracts) and all fleet-related training records and assessments to ensure compliance with the Motor Vehicle Act, the National Safety Code, and WorkSafe BC requirements. Ensures the configuration of the electronic system use for documentation to meet compliance requirements and work with departments to coordinate required updates.
- Generates reports of upcoming certification expirations and conducts initial screening by contacting department leaders to verify if staff are required to continue to perform these roles and if re-certification is required. Work with Fleet Training Manager to schedule and coordinate training schedules and dates.
- Researches and sources vendors to deliver training where the Fleet Training Manager is not available; where unique training expertise is required; or in situations where third party assessments are required for due diligence purposes.
- Formulates and prepares training materials to be used by the Fleet Training Manager for a wide variety of vehicle and equipment related training courses.
- Conducts basic Class 5 driving assessments in accordance with protocols established by the Fleet Training Manager.
- Prepares a variety of reports and is responsible for tracking daily operating metrics for the various types and quantities of training and assessments.
- Produces and analyzes reports which identify the numbers and types of accidents which have occurred, the contributing factors and follow up actions required.
- Receives and manages training requests through SharePoint and interacts directly with customers, providing customer service and follow up.
- Supports the retention and management of vendor documentation in SharePoint associated with hired equipment vendor information.
- Supports the fuel and Faster asset management systems in various forms, principally related to data entry and report extraction (e.g. extract fuel system reports which show low usage data or high idling data for appropriate action and follow up).
- Supports the GPS management system through data testing, extracting information needed and preparing summaries to support complaint or employee conduct investigations in a confidential manner.
- Leads and coordinates the development of the overall Fleet Operations department work plan, follows up on items to ensure completion and prepares and presents regular updates to the Fleet management team.
- Tracks and reports performance data to support quarterly lines of business. Supports the preparation and tracking of departmental capital budget requests.
- Supports various actions under the Green Fleet Action Plan, including recording and summarizing daily operating metrics needed to track progress on identified actions.
- Responsible for the Fleet Operations intranet web page, including designing, inputting and maintaining information, and posting regulatory changes impacting fleet drivers.
**Knowledge, Skills & Abilities**:
- Sound knowledge of the Motor Vehicle Act, National Safety Code and related safety regulations, to produce training materials and support investigations.
- Knowledge of fleet regulations, particularly relating to fleet training compliance.
- Knowledge and skill in using City computer systems including SharePoint, Excel and other Microsoft Office tools.
- Skilled in project planning and project coordination.
- Skill in planning, coordination, research and critical analysis.
- Excellent organizational skills and ability to work accurately and effectively to meet deadlines.
