**POSITION PURPOSE**
Reporting to the Manager, Bus Operations is responsible for leading and evaluating the transit safety, training service delivery needs and quality control performed by private contractors, conventional and specialized public transit services; ensuring adherence to legislative and regulatory compliance and overseeing the Commercial Vehicle Operator Registration (CVOR) for applicable transit assets; participating in accident/incident investigations and reviews; supervising contractor compliance to performance contracts and standards; overseeing the development and implementation of transit safety and training programs relevant to legislative prerequisites, transit policies, procedures, vehicle and on-board technologies, operator and support staff training; overseeing the administration of the Ministry’s driver certification program; providing support in the development and optimization of transit standard operating procedures (SOP’s), data collection, research and operation activities; provides expertise and consultation to various internal/external committees and public and private agencies.
**MAJOR RESPONSIBILITIES**
- Oversees the development and delivery of effective training programs for conventional and specialized transit services combining training needs analysis, evaluation and maintenance of existing programs.
- Establishes measure of success KPI’s, CRM and driver support system data analysis as well as the maintenance of existing programs for compliance with applicable Federal and Provincial legislation, quality assurance with Region standards and best practices.
- Oversees private sector contractor compliance related to contractual, legislative safety and training prerequisites.
- Develops, maintain and oversees conventional and specialized transit, accident/incident processes including field response and investigation of contactor, employee incidents, collisions, personal injuries, safety related and driving complaints from the public.
- Prepares applicable reporting, post-incident investigation and actions taken or recommendations for follow up; informs and submits reports to internal stakeholders for potential claims against the Region.
- Assists management in developing annual business/work plans and in developing service plans and staffing proposals.
- Provides input into budget and business plan development, policies and procedures.
- Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
- Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies.
- Responds to and resolves staff concerns related to vehicle and equipment operation and operator safety.
**QUALIFICATIONS**
- Successful completion of a College diploma in Adult Education, Health and Safety, Transit Planning or related field or approved combination of education and experience.
- Must be a qualified instructor under the Professional Instructor in Driver Education (PRIDE) or Infrastructure Health and Safety Association Fleet Driver Trainer Program and CUTA Transit Ambassador; must be approved by the Ministry of Transportation as a signing authority.
- Minimum of three (3) years’ experience with development, implementation and leadership of transit training for Commercial “BZ” vehicles preferably in a municipal environment and demonstrated minimum of one (1) year of direct supervisor experience.
- Must be a qualified airbrake instructor.
- Satisfactory Police Criminal Background Check.
- Certificate in Principles of Effective Training for Adults and in Fundamentals of Bus Collision Investigation.
- Analytical skills to interpret, analyze, and report on data.
- Ability to research and build technical training documents.
- Working knowledge of mobility device securement, relevant CSA standards for various vehicle classes, Highway Traffic Act prerequisites and mandatory pre-trip inspection requirements.
- Working knowledge of vehicle dynamics, weights and dimensions, traffic signal types, phasing and bus stop placement and vehicle simulator technology.
