**Manager - Asset Management & Capital Budget**

This position is located at Regional Headquarters in Whitby.

Reporting to the Director of Environmental Services, the Manager of Water and Wastewater Asset Management & Capital Budget will be responsible for coordinating, developing, and overseeing inventories, condition assessments, and replacement and rehabilitation programs for water supply and sanitary sewerage infrastructure, as well as the preparation of the annual Capital Budget and 9-Year Forecast.

This position will plan and optimize projects related to the Region's water and wastewater infrastructure across individual asset lifecycles to achieve targeted levels of service for performance and risk mitigation. Fostering a culture of continuous improvement, innovation, and risk awareness, the Manager will leverage data through emerging technologies to inform decision making.

The incumbent will:

- Prepare and implement the Asset Management Programs for Regional Water and Wastewater Infrastructure
- Develop and execute robust, structured, and dynamic condition assessment, replacement, and rehabilitation programs for water distribution and sanitary sewerage infrastructure
- Define, manage, and gather information needed to identify the needs of the water and wastewater assets based on risk profiles and performance and ensure compliance with asset management data governance, standards, and quality
- Direct and oversee the planning, development and implementation of water and wastewater asset
- management policies and plans to meet Regional needs
- Work with Finance and support the relevant infrastructure asset management reporting
- Lead the development of the annual Water Supply System and Sanitary Sewerage System Budget and 9-Year Forecast
- Plan, as well as forecast, review, and recommend technical staffing requirements for water supply and sanitary sewerage initiatives
- Identify requirements for water supply and sanitary sewerage infrastructure to ensure new assets and equipment are budgeted as needed and existing assets are rehabilitated when appropriate or replaced at the end of their service life
- Remain current with the state of the industry, and the factors affecting replacement value
- Supervise staff and provide leadership by coaching and mentoring technical and project management staff as well as implementing the annual Employee Feedback and Development Plan
- Develop inspection and maintenance programs for watermains and sanitary sewers and appurtenances
- Develop specifications and tender documents for rehabilitation contracts
- Represent the Region of Durham with professionalism and promote a positive image by attending and making presentations at Regional and Area Municipality Council meetings as well as interacting with media, elected officials, community organizations, businesses, and members of the public regarding Regional water and sanitary sewerage issues
- Establish collaborative working relationships and support asset management initiatives of other internal divisions

The successful applicant will possess:

- Licensing as a Professional Engineer with the Professional Engineers of Ontario
- Extensive work-related experience in a supervisory environment and in the water and wastewater industry
- Extensive knowledge of water distribution systems, sanitary sewage treatment and sewage collection systems
- Extensive knowledge of Municipal water and wastewater system operations, the Region's Purchasing By-law, minimum maintenance standards and value engineering principles
- Knowledge of asset management theories and practices and demonstrated experience in directing and implementing a long-term asset management plan
- Experience working with Microsoft Office software (Word, Excel, PowerPoint, Outlook, Teams)
- Excellent verbal and written communication, managerial, problem solving, analytical, mediation, negotiation, conflict resolution, project management and organizational skills
- A valid Ontario Class G Driver's License and the use of a reliable vehicle

Pay: $114,453.00-$143,066.00 per year
