**Our Team**:
Grand River Transit (GRT) provides transit service to the three cities, and four townships in the Regional Municipality of Waterloo. We operate more than 50 routes and cover more than 20 million kilometers every year. Our fleet consists of more than 300 vehicles, including conventional and MobilityPLUS buses and ION light rail trains. We have more than 2,500 stops across the region, and more than 560 shelters.

**The Opportunity**:
As Manager Development Transit you will manage transit planning and development functions, including network design and integration, business plans, short and long-term transportation demand management plans, infrastructure projects, fare strategies, and transit scheduling. You use your analytical and continuous improvement to develop comprehensive service performance strategies and improve transit service standards as it relates to financial performance, ridership, service level targets, and policy objectives.
You will supervise three Supervisors of Transit Development and a Supervisor of Transit Scheduling. Indirectly supervise additional staff including Project Managers, Principal Planners, and System Administrators.
You will manage the development and implementation of 5-year transit business plans and network redesigns, including annual and short-term route and service level changes, transit priority measures, strategic plans, long-range forecasts, and fare policies.
You will develop strategic planning initiatives, participate in the development and administration of divisional operating policies, long-range plans, work programs, and budgets.
You will manage the transit network integration of bus and rail, intercity services, and active transportation.
You will manage development of comprehensive service performance strategies, fare strategies, and transit service standards as it relates to financial performance, ridership, service level targets, and policy objectives.
You will manage and develop transportation demand management programs, and alternative service delivery and integrated urban mobility strategies. You will manage transit development aspects of related public meetings, conferences, communication, and promotional material.
You will manage consultant selection processes and contract administration, reviewing and negotiating work plans and budgets.
You will respond to the media and inquiries from the public on related service issues and promote transit priority, service, and ridership growth to internal and external stakeholders.
You will develop and monitor transit development components of the Division’s capital budget, monitor the passenger revenue budget, and approve bus driver wage budget.
You will present reports and respond to inquiries and complaints from members of Council.
You will exchange information with the Ontario Urban Transit Association (OUTA) and Canadian Urban Transit Association (CUTA).
Performs related duties as required.
Knowledge of transportation and land use planning; transit planning principles, planning information systems, and analytical and research techniques and methodologies, normally acquired through a bachelor’s degree in a related field (e.g., urban planning, civil engineering), plus progressively responsible related experience.
Knowledge of and ability to comply with policies, procedures, collective agreements, legislation, and the Regional Official Policies Plan and Transportation Master Plan.
Analytical, organizational, continuous improvement, and problem-solving skills to research, plan, and develop objectives and goals, taking a broad, long-term perspective on growth and service demands.
Leadership, negotiation, and human relations skills to negotiate with school boards, businesses, property owners, and providers regarding transit facilities, present to community and business groups, manage, develop, motivate, and support staff, present at open houses and public meetings, and participate as an effective team member.
