The Ministry of Municipal Affairs assists municipalities in providing well managed, collaborative and accountable local government to Albertans. Our main responsibilities are:

- funding supports for municipalities
- a system that strives to ensure appropriate safety standards for the construction and maintenance of buildings and equipment
- protection for new home buyers and required licensing for home builders
- province wide support for access to public library services for Albertans
- management of about 2.6 million acres of public land in the province’s three Special Areas
- independent review and decisions on local matters by the Land and Property Rights Tribunal

Reporting to the Director, Municipal Advisory and Capacity Building, the Manager, Capacity Services provides leadership and the day-to-day operations of the Capacity Supports team. The role is responsible for supervising a team of professionals who deliver programs, provide advice, and offer educational resources, for municipal dispute resolution through the Mediation and Collaboration Program, Intermunicipal Collaboration Frameworks, Regional Services Cooperation’s and Municipal Controlled Cooperation’s, the Municipal Internship Program, and the Minister's Awards for Municipal and Public Library Excellence Program. The team is also responsible for the Division's training strategy.

The Manager will provide leadership through inspirational and collaborative leadership, promotion of a shared vision, effective planning, communication, clear processes, supervision and mentorship.

This position demands a high level of creativity, originality and innovation to determine the best course of action to produce optimal solutions, as well as independent research and the ability to define issues, identify implications and develop creative and appropriate solutions.

**To be successful in this position you must possess**:

- Leadership and experience in management, stakeholder/issues management and conflict resolution processes, facilitation or consensus-building.
- Extensive experience and knowledge of municipal government and administration.
- Program service delivery skills that advance training, mediation, collaboration and arbitration, to aid in collaborative governance.
- Coaching, facilitation and presentation on diverse municipal issues.
- Strategic skills to collaborate with municipalities and municipal associations, and external stakeholders.

**Qualifications**:
A university degree in Public Administration, Education, Humanities or Social Sciences or a related field, plus four (4) years of related experience in program and policy planning, program delivery and evaluation; Equivalencies will be considered.

**The following will be considered assets**:

- Experience working with senior management and municipal elected officials.
- Membership in the Alternative Dispute Resolution Institute of AB
- Experience in conflict management and mediation.
- Experience in facilitating discussions and disputes.

$3,100.80 to $4,172.77 bi-weekly ($80,930 to $108,909 annually)
