The Administrator, Research Business Operations is accountable for the accurate and efficient administration of the financial functions of the department, including research grants and core research operating funds. The responsibilities include monitoring and assisting with the development of projects and research grant budgets, purchasing of office and laboratory supplies and oversight and maintenance of research funds involving co-applicants within the Provincial Health Services Authority (PHSA), BC Cancer, other health authorities and partner universities, stakeholders and external collaborators. The Administrator, Research Business Operations exercises independent judgment, making decisions that affect the accuracy, reliability and acceptability of the financial data for the research department. Due to the complexity and financial responsibility of the position, there is a high financial risk associated with providing inaccurate or incomplete information; incorrect analysis or decisions will have serious financial risks and exposures.
**What you'll do**
- Provide financial guidance to scientific faculty and collaborates with the Research Department Administrator and Manager, Research Financial Planning & Analysis, in the Office of Research Administration as well as PHSA Restricted Funds team to ensure the development, monitoring and variance reporting of research budgets for projects, grants and core activities are fiscally sound. This includes assisting in the financial preparation and coordination of large scale, multi-disciplinary, multi-institutional research budgets.
- Manage all financial activities within the research department, including the research department core operating budget, all grants’ accounts and fellowships/studentships. Manages, research grants and financial reporting for a variety of internal and external funders.
- Monitor, analyzes and reports to scientific faculty on the fiscal performance of individual research projects with respect to resource utilization, expenditure patterns, statistical and critical indicator data/information and meeting of budgetary targets.
- Prepare cash flow forecasting for research project accounts based on budgeted and actual revenues and expenses and recommends remedial action to the research department senior leadership team. Works in collaboration with various stakeholders across BC Cancer Research and provides guidance and expertise to staff on financial spending.
- Authorize research requisitions and approves payment for items such as office and laboratory supplies, services, maintenance of equipment, travel expense claims, professional allowance submissions, cheque requests and student fees as requested. Monitor research departmental expenditures against budget monthly and ensures all budgets for both internal and external funds are not overextended. Develops internal checkpoints to ensure decisions for major and minor equipment purchases are viable and maintains timely completion of approved purchases.
**What you bring**
Qualifications:
- A level of education, training and experience equivalent to a University degree in an accounting designation and five years of recent, related experience including three years in a leadership role.
- Knowledge and experience in working with Generally Accepted Accounting Principles (GAAP) and accounting policies.
- Significant knowledge of grant management and familiarity with granting agencies and their guidelines and polices.

- Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).
