Economic Development Specialist (Planner II)- Job Number : 44240The Economic Development Specialist will lead programs and policy development, using an equity lens, to support a vibrant and prosperous business community and further our City’s reputation as business friendly. The Economic Development Specialist (Planner II) delivers programs and services that advance Business Friendly Edmonton and supports local businesses to grow and invest in Edmonton. Specifically, this position will lead the One-on-One Business Support Service which offers regulatory information and pathfinding services to business owners as they navigate through the City of Edmonton's permit and licence processes, as well as identification and referrals to other business support services. With a focus on the City of Edmonton’s Cultural Commitments to Safe, Helpful, Accountable, Integrated and Excellent, you will:

- Lead strategic projects, programs and initiatives that support business growth, foster local economic development and optimize internal processes
- Lead the One-on-One Business Support Service, a concierge service to support the launch, retention and expansion of businesses in Edmonton
- Oversee project charters, resource management and performance measures development to meet Business Friendly Edmonton and local economy objectives
- Develop and enhance internal and external partnerships, professional services and grant agreements and memorandum of understanding
- Maintain collaborative partnerships and effective communication with key stakeholders, including City Council, local businesses, economic development partner organizations and agencies, internal partners and other levels of government
- Prepare and conduct presentations to internal and external audiences to increase awareness and understanding of regulatory processes, including developing customized content to meet the objectives of partner organizations
- Incorporate GBA+ approaches and best practices into service and program design and delivery
- Manage technical inquiries (frequently permit and licence related), coordinate internal research, develop process roadmaps for customers and put complex technical information in plain language
- Coordinate ongoing communication and issues resolution, across multiple branches and departments to bring diverse stakeholders to a shared understanding, advocating for a business friendly approach
- Prepare briefings, reports and presentations for City Council and Committees, relating to commercial strategy, commercial planning and policy objectives and activities
- Provide an advisory role to internal committees and teams, bringing a local and small business lens to policy development
- Maintain an understanding of key issues, end user impacts and business trends to identify optimal approaches to service delivery, increase business competitiveness and effectively support business development
- Lead and coordinate business-related policy development and implementation processes; champion and gain leverage to support business objectives and policy direction
- Use existing and new sets of data to determine root cause of issues, improve existing procedures and develop new solutions to address the challenges and gaps in support to local economy and commercial areas
- Nurture a branch wide culture of service excellence and pro-activity to the business community and elevate the sense of urgency to ensure timely service
- Perform other related duties as required
- Qualifications:

- University degree in Arts, Business Administration, Urban and/or Regional Planning, Economic Development, or a related field
- Membership with the Canadian Institute of Planners, Alberta Professional Planning Institute, or Alberta Development Officers Association is an asset
- Minimum of 4 years of experience in a related role
- Industry knowledge and experience in the hospitality sector, food economy and/or night time economy is an asset
- Current knowledge of the planning and development permit processes, the Municipal Government Act, Zoning Bylaws and Alberta Safety Code and other relevant statutory plans, policies, procedures and bylaws is an asset
- Public engagement, stakeholder engagement and/or adult education training or experience is an asset
- Demonstrated track record of leading complex projects and initiatives using a collaborative approach to build high performing teams and achieve outcomes
- Knowledge of Edmonton and Alberta's economic, cultural and political environment
- Demonstrated ability to respond flexibly to demands and expedite tasks and
