**Job Summary**:
Under the direction of the Chief Financial Office (“CFO”), The Procurement Manager is responsible for managing the entire process in the planning of commodities procurement and supply chain activities, inventory control, logistics and distribution, customs clearance, ensuring effective functioning processes to avoid costly delays and lost opportunities.

**Duties and Responsibilities**:
This position is required to perform the following, but not limited to:

- Managing the purchasing of goods, owning material, freight forwarding, transportation management, rate negotiations, custom clearing, and contract management services.
- Plan, organize and lead the bid process including drafting and issuing RFQ, RFP, RFI, Tenders, developing bid evaluation criteria and guiding clients on processes involved.
- Responsible to ensure operating success in the business, from planning to organizing, evaluating the efficiency of service level vendors, and the control of all daily procurement processes and planning.
- Assist in the Implementation of supply chain management contracts by managing the overall direction, coordination, and evaluation of procurement. Administering our contracts with clients including negotiating changes, maintaining contract documents, and ensure contract compliance.
- Manage all of Fort McKay contracts for freight forwarding services, subcontracts for transportation and warehousing; consulting services, excludes real estate contracts.
- Manage vendor contracts and maintain relationships with suppliers to ensure completeness of deliverables outlined in the contract. This includes ensuring that all vendor concerns are addressed promptly to ensure that the project continues to always receive uninterrupted services.
- Direct the purchasing agents and buyers throughout the process of evaluating suppliers, conducting interviews with vendors, negotiating supplier agreements, and managing supplier and vendor contracts.
- Successfully execute actions to improve operational excellence standards for safety, quality, delivery, costs, and inventory management, and by having a strong customer focus.
- Establish and implement a monitoring system that ensures that the prices paid for commodities are in line with local market prices. Ensure effective lines of communication to ensure timely delivery of commodities using the most appropriate procurement procedures. Ensure full compliance with FMD procurement rules, regulations, policies, and procedures.
- Develop and administration of freight forwarding contracts and implementing the processes and procedures required to provide accuracy within this service.
- Responsible for introducing process improvements in the supply chain and identify new vendors/suppliers without jeopardizing quality and service delivery. Analyze market and delivery trends to develop procurement technologies and processes that support those trends.
- Maintain procurement files including all relevant documentation and vendor tracking system. Also maintain all the relevant information concerning the organization’s suppliers.
- Conduct business review meetings with key stakeholders to assess risk, review future strategies, and identify potential cost down and improvement opportunities.
- Interview, hire and train personnel for procurement related activities.
- Prepare monthly, quarterly, and annual reports for all the distribution division related to all services offered.
- Perform any related and/or additional duties as assigned.

**Experience and Education**:

- At least 8+ years in a procurement role, with an emphasis on contract and pricing negotiations, and with experience managing a Supply Chain and/or Procurement team.
- Retention of a valid Class five (5) driver’s license
- Clean three (3) year drivers abstract is required
- SAP Experience is considered an asset
- Minimum of one (1) year experience is required
- Ability to speak, write and read English is required
- Must be legally eligible to work in Canada
