**Position Summary**:
The City of Regina is currently seeking a Payroll Officer I to join the People & Organizational Culture department for a full-time, temporary opportunity for up to 18 months.
As a member of the Employee Service Centre, you will be part of a team that processes high-volume, biweekly payroll in accordance with City of Regina policies, collective bargaining agreements and relevant legislation.
**Duties & Responsibilities**:
Prepares and processes payroll entries and reports across various pay groups.
Reconciles and investigates discrepancies.
Processes biweekly payroll, verifies electronic information from feeder systems, batches, logs, and inputs payroll transactions.
Completes quality assurance audit on processed payroll records.
Inputs reimbursements and other items (mileage, travel)
Inputs and processes WCB for pay, reconciles payment and recalculation of payment from WCB, process WCB deposits and completes journal vouchers once claims closed.
Prepares, distributes, and files accounting and payroll documents and forms.
Verifies authorized earnings in accordance with applicable legislation and collective bargaining agreements and complete records of employment and employment verification forms.
Provides payroll and time and attendance support for assigned departments, calculates gross pay and establishing correct deductions, and records and verifies time and attendance information.
Input banking and tax information and monitors employee assignment status changes.
Monitors, and adjusts employee benefits deductions.
Reviews and maintains employee schedules, hours of work, supervisor changes, and time entries systems.
Monitors, adjusts, and/or clears entitlement banks, verifies vacation credits, sick credits, time-in-lieu credits payouts, and payment schedules.
Inputs quarterly and annual lieu day payouts
Prepares reconciliations for specific projects, reviews and researches time and attendance and payroll records when required
Responds to queries and provides support and training to supervisors on time and attendance system.
Assists with tests changes, additions, and patches to systems.
Assist with year-end balancing of payroll records and data review for processing of tax slips.
Maintains filing systems in accordance with branch procedure and corporate records management policies and procedures.
Other duties as required.
**Knowledge, Skills & Abilities**:
Completion of college diploma or university degree
Minimum of nine (9) months of previous and on-the-job payroll experience
Knowledge of payroll principles, policies, procedures, processes, and systems
Knowledge of accounting, office administration processes, and customer/client services
Knowledge of specific work unit as well as the broader divisions/departments/branches
Knowledge of relevant collective agreements, bylaws, policies and procedures, and legislation, including health and safety standards
Knowledge of job-related office productivity software, internet browsers and search engines, enterprise software, discipline-specific software, and technology devices
Provides internal customer service, trains, troubleshoots, and responds to technical questions.
Explains and exchange payroll information and process with attention to confidentiality.
Identifies issues, consults, and follows policies, procedures, and processes.
Prioritizes and adapts office activities in accordance with daily/weekly/annual schedule within defined timelines/deadlines.
Provides ideas and suggestions to improve work processes.
