JOB SUMMARY

The Labour and Employee Relations Specialist, under the direction of the Manager, Labour Relations, is a key member of the Human Resources Division and is responsible for the delivery of all aspects of a labour and employee relations framework.

MAJOR RESPONSIBILITIES

As a member of the Human Resources team, the Labour and Employee Relations Specialist is responsible for providing support and advice on HR programs, policies and services including labour relations. The specific accountabilities of the job include, but are not necessarily restricted to the following:

- Provide advice and guidance to management and HR Partners on all HR programs, policies and procedures, including labour relations.
- Manage the grievance and arbitration procedure including the drafting of formal responses to grievances and settlement agreements and ensuring consistency in resolving issues.
- Draft and disseminate presentations and other information regarding the interpretation or updating of the collective agreements, arbitration decisions or other HR policies. Maintain a record of communications.
- Consultation on an ongoing basis with Managers and Front Line Supervisors on concerns, best practices and day to day issues, including the interpretation and administration of the Collective Agreements and Human Resources policies (e.g. Discipline).
- Preparation and distribution of a Labour Relations Newsletter.
- Assist with the preparation, analysis, and tracking of the Labour Relations Budget.
- Coordinate, attend and provide input at regular Labour Management and Union Management Advisory Council meetings for multiple bargaining units.
- Responsible for Workplace Violence and Workplace Harassment and Discrimination policies and programs.
- Act as the primary Workplace Violence Coordinator.
- Actively participates in due diligence around target companies, businesses, investments and/or partnerships, as it relates to the human resources, labour relations and safety dimensions and implications.
- Develop and implement HR policies and procedures as required.
- Develop and deliver related training/awareness sessions to management and HR Partners as required.
- Deal with management and employee inquiries in a timely fashion and on a confidential basis.
- Observe procedures to maintain the security of highly sensitive and confidential matters.
- Assist with the research collection and analysis of material in support of collective bargaining including a review of external wage surveys and other compensation data.
- Conduct investigations into disciplinary and other matters as required.
- Prepare regular reports and monitors metrics as required.
- Assist with merger and acquisition projects, including due diligence reviews and implementation of strategies for employee transition.
- Liaise with internal and external legal counsel as required.
- Observe all safety standards and report unsafe conditions.
- Perform other duties as required.

EDUCATION AND EXPERIENCE
- Undergraduate degree in Human Resources, Labour Relations or Commerce/Business Administration.
- Masters Degree in Industrial Relations (MIR) or other relevant post-graduate degree would be a definite asset.
- Minimum 5 years’ experience working in a highly unionized HR environment, with a particular focus on Labour Relations matters.
- Superior knowledge in areas of labour relations and human resources, as well as employment and labour legislation and regulations.
- Ability to provide strategic and tactical advice to management on labour relations and human resources issues.
- Excellent communication skills both written and spoken, including public speaking, report writing and editing.
- Computer expertise, particularly MS Office.
- English language skills essential, Bilingualism (French/English) an asset.

This is a management group opportunity and salary will be commensurate with qualifications.

$102,324.65
