- Reporting to the Chief of Police, this position provides effective control, operation and executive assistance to the Office of the Chief of Police. The position assists the Chief of Police in the areas of communication, planning, report preparation and supervision of support staff. This highly confidential position requires excellent knowledge of the organization, its policies and procedures and a broad understanding of municipal governance and service delivery structure within the Halifax Regional Municipality and Halifax Regional Police. This position supports fostering and maintaining of professional and productive relationships with HRM business units, Regional Council, and the general public. This position requires a high degree of initiative, cooperation, and a highly organized individual to deal effectively within a very busy office.**DUTIES AND RESPONSIBILITIES**
- Provide administrative management and support to the Office of the Chief of Police
- Manage and control the Chief of Police’s schedule by arranging appointments with inside and outside agencies, and prioritize requests
- Support the Senior Management Team by scheduling and attending meetings, drafting agendas and materials, taking minutes, and advising on administrative functions
- Implement a comprehensive confidential records management system that ensures the effective management, maintenance, retrieval, disposition and preservation of all files; Coordinate archival and destruction in accordance with Administrative Order 41 and Departmental policy
- Act as liaison between the Chief of Police’s office and elected officials, senior staff, other levels of government, and outside agencies as required
- Deal appropriately and resourcefully with citizens of HRM who may call the Office of the Chief of Police to express concern or provide information
- Prepare briefing materials, presentations and reports for EMT, SMT and Council as required by the Chief of Police
- Assists the Chief of Police through proactive problem solving, preventing issues from unnecessarily escalating by taking on the problem or by collaborating with other members of senior staff in consultation with the Chief of Police
- Supervises activities of the office staff (to include but not limited to, filing, telephone answering techniques, preparation of documents, record retention, etc.)
- Supervise the Professional Standards Administrative Assistant and to ensure the Chief of Police’s obligations are met in relation to timelines and requirements pursuant to the Police Act are met under the purview of the Chief of Police
- Responsible to coordinate activity related to litigation. Liaise with Legal Services and other departments to ensure HRP’s responsibility to potential litigation is timely and thorough
- Coordinate off-duty employment requests to the Chief of Police in compliance with departmental policy and consistent with the Nova Scotia Police Act
- Coordinate and prepare bi-weekly a dashboard report for HRP Executive staff and Board of Police Commissioners
- Coordination and preparation of events hosted by the Chief of Police, and delegate senior management for Speakers Bureau and public events
- Administrative functions for Deputy Chief of Police and RCMP Superintendent i/c of H Division in the absence of their support staff
- Other related duties as assigned by the Chief of Police

**QUALIFICATIONS**

**Education & Experience**
- Administrative Diploma from a recognized business or administrative educational institution. Equivalent combination of education and at least 8 years administrative experience will be considered
- Five years of related experience at the senior administrative level of municipal government or private sector with demonstrated performance capabilities in organization and management of administrative functions, while focusing on results
- Due to the nature of the Chief’s Office, previous experience in Police or Para-military work environment would be considered an asset

**Technical/Job Specific Knowledge and Abilities**
- Good negotiation, facilitation and consensus building skills are required
- Thorough knowledge of municipal government and the services provided by HRM
- Thorough knowledge of professionalism required to support and promote the Office of the Chief of Police
- Proficiency in the use of computers and related software (Windows, MS Office and PowerPoint, Excel, Outlook, Internet Explorer, SAP Financial System)
- Excellent written and verbal communications skills
- General knowledge of Municipal and Provincial legislation
- Knowledge of Halifax Regional Police Standard Operational Policies and Procedures, an asset
- Knowledge of Nova Scotia Police Act and Regulations, an asset-
