The Team Lead, Project Controls reports to the Manager, Project Controls, and is responsible for overseeing the execution of the day-to-day operational activities related to the Project Controls Contracts team, and functions as the lead Business Analyst for the team. Supervises designated Project Controls team members, provides guidance and direction to others as applicable, and is responsible for mentoring other Analysts in the team.

**What you’ll do**
- Oversees the day-to-day operational activities of the Project Controls Contracts team, executing the strategic/tactical direction and processes that are identified by the Manager, Project Controls. Acts as a point of escalation for clients and team members.
- Provides leadership, guidance and day-to-day supervision of staff using effective leadership techniques (e.g., coaching, mentoring, skills and leadership development and performance management). Participates in the hiring process for staff as requested. Provides on-going support/advice to staff on the functionality of project controls/business management systems such as Replicon and SharePoint, and develops and presents training programs on the systems.
- Works closely with other Project Services team members (e.g. Managers, Technical Project Managers, Solution Architects, Technical Analysts) to provide business support services. Collaborates with members of the PDHIS Business Planning and Accounts Receivable teams to assist with operational performance modeling, operational reviews and business process improvement reviews through the gathering, analyzing, and summarizing of information.
- Ensures that the Project Controls Contracts team and the broader Project Services team follow the established PDHIS Technology Services/Project Services business controls and processes. Executes regular project business controls audits in conjunction with the Manager, Project Controls.
- Leads the gathering and reporting of project time charges, preparation of the monthly invoice data file which is provided / reviewed with PDHIS Finance, and the preparation and distribution of weekly/monthly financial reports and presentations. Leads the collection, reviews and processing of Project Services contractor timesheets and invoices. Leads the oversight, tracking and reporting of project proposals and change requests. Aids in the development and monitoring of the Project Services department budget, by tracking expenditures revenue and expenses related to all components of the projects, to ensure that work is completed within budget.
- Conducts multi-layer business/data analysis by leveraging data from multiple information sources such as Replicon, status reports, Sharepoint and other reports/data sources.
- Provides team lead services for Project Services/Project Controls specific initiatives as defined by the Manager, Project Controls.

Qualifications
- A level of education, training, and experience equivalent to a degree in Finance, Business, Project Management, Computer Information Systems, Information Technology, or a related field, plus a minimum of five (5) years recent related experience working in an IT Services Project Controls or Contracts related team of at least 5 people, in a large, complex organization. Accounting accreditation is preferred.
- Demonstrated understanding and in-depth experience with vendor/relationship management, contracts administration/management, HR and Hiring Processes, program / project financial management, invoice management, quality assurance and project tracking processes. Excellent written and verbal communication skills, accompanied by proven presentation skills in a corporate environment. Keen attention to detail. Strong customer service skills. Highly self-motivated and self-directed. Team-oriented and skilled in working within a collaborative environment. Ability to present ideas in a business / user-friendly language. Ability to lead, motivate, and mentor staff members and subordinates in the delivery of services. Ability to effectively prioritize and execute tasks in a high-pressure environment with multiple clients, often with competing priorities. Self-directed, highly motivated, results-oriented and able to motivate and mentor junior staff members. Team player with well-developed interpersonal and communication skills and proven experience managing and coaching teams for high performance.
