Lanark, Leeds and Grenville Addictions and Mental Health(LLGAMH) offers services and programs to people who are experiencing **addiction **and/or **mental health** issues. Our main site is located in Brockville, Ontario which is found along the beautiful St. Lawrence River in the heart of the famous 1000 Islands Region. LLGAMH has offices throughout the counties of Lanark, Leeds and Grenville including Brockville, Smiths Falls, Kemptville, Prescott, Gananoque and more. Lanark, Leeds, and Grenville represent a population of over 170,000 residents.

Reporting to the Chief Executive Officer (CEO), the Human Resources Manager and Business Partner is responsible for leading the Human Resources and Organizational Effectiveness team, and for partnering with leaders to provide trusted advice in the areas of labour relations, attendance management, employee engagement, employee performance management, and human resources planning (e.g. recruitment and succession planning). As part of the role of an HR Business Partner, the incumbent is also responsible for sharing leadership feedback and helping leadership concerns, and for acting as a solutions broker who can help “triage” leadership issues and bring the right people together to help find a solution.

In consultation with the CEO and the Senior Leadership Team, they shall identify, review, update, and implement human resource policies and procedures to ensure strategic alignment with corporate mission, values and goals.

**MAJOR RESPONSIBILITIES**

In addition to such other duties as may from time to time be assigned, and consistent always with the prescribed practices, procedures, and policies of the department and the agency, the incumbent shall under the direction of the CEO:
**Team Leadership and Operations Management**
- Recruit, hire, schedule, promote, performance manage, mentor, develop, support, discipline, budget/resource manage, and terminate direct reports as required
- Coach direct reports to ensure that continuous quality improvement initiatives are incorporated into day-to-day activities to improve organization effectiveness and build a highly engaged and productive workforce
- Develop, implement, communicate, and execute performance targets and measures by conducting regular performance appraisals and providing ongoing coaching, monitoring, evaluating, and feedback
- Promote a productive and efficient team environment where HR staff is recognized as a highly regarded and trusted source
- Ensure strong intra-departmental collaboration
- Keep up-to-date and advise on industry trends and developments
- Act as the HR representative for internal and external committees and special events

**Employee Engagement**
- Assists in the implementation, tracking and data analysis of the annual Employee Engagement Survey
- Responsible for the implementation, tracking and maintaining of various employee engagement programs, such as the Employee Bursary Fund, the Perfect Attendance Program, Employee Service recognition and the Performance Appraisal process
- Responsible for the planning and coordination of the annual Employee Recognition Event within an assigned budget
- Responsible for the planning of the annual Volunteer Appreciation Luncheon within an assigned budget

**Labour Relations**
- Work closely and in partnership with union representatives to promote a co-operative, constructive and effective labour relations climate
- Support leaders in the accurate interpretation and implementation of new collective agreements by ensuring that all stakeholders are aware of the changes and implications
- Provide expert advice to stakeholders on labour relation matters, including (but not limited to) investigations, negotiations, grievances, arbitration hearings and settlements

**Health and Safety**
- Be fully knowledgeable of all responsibilities under the Occupational Health and Safety Act, Regulations and the corporation’s health and safety plans, policies, and procedures
- Continually demonstrates commitment to these and ensures compliance to create a healthy and safe environment for staff and self
- Attends Health and Safety in-services and takes action to address unsafe conditions and procedures

**Attendance Support Program**
- Provide guidance on the Attendance Support Program (ASP) and the sick leave administration
- Review, update, implement and continuously develop processes to improve the ASP to ensure the program operates in a positive and supportive manner
- Review and continuously improve the sick leave tracker and all sick processes
- Ensure agency stakeholders understand the ASP by developing/providing briefings and presentations
- Oversee the expedition of the Accommodation/Return-to-Work
- Provide expertise and recommendations on escalated cases
