**Human Resources Manager**

**Full-time, Term Status**

The Leeds, Grenville and Lanark District Health Unit is searching for a contract (24 to 30 months) Human Resources Manager, to work out of our Brockville office. This position is responsible for providing leadership, technical expertise and advice in all areas of human resources.

The HR Manager provides direct supervision to the Human Resources team, consisting of an HR Officer, Payroll and Benefits Coordinator, and HR Administrator. The HR Manager reports to the Director of Quality, Information, and People Services and is a member of the management team, promoting cooperative human resources planning and decision-making across the organization.

**Key Responsibilities**:

- Champion the implementation of strategic human resources initiatives in support of the organizational requirements in the Ontario Public Health Standards and the agency’s strategic plan, which may include the development or revision of corporate policies, procedures and/or analysis and recommendations to the Director on specific issues.
- Oversee the provision of a comprehensive human resources program for the organization, including recruitment, retention, recognition, compensation, payroll and benefits, disability management, performance management, labour and employee relations, training & development, occupational health and safety, human resource information systems, human resources planning, human resources administration and organizational development.
- Advise and coach executive and management teams on operational HR issues related to employee engagement, recruitment and retention, work performance, disability management, workplace investigations, and interpretation of collective agreements, employment related policies, and legislation.
- Provide guidance to employees, including recommending resources for support such as the Employee and Family Assistance Program. Seek to build relationships of mutual trust, respect and collaboration amongst all employees within the organization.
- Be a champion for the development of a mental health at work program, and psychological health and safety in the workplace.
- Ensure that the organization’s human resources practices remain in compliance with collective agreement provisions, accepted policies and relevant government legislation which include conducting periodic audits to identify any HR policy gaps and providing recommendations and advice to the Director, with respect to human resource issues.
- Establish and maintain appropriate systems for administering, measuring and reporting human resources processes and metrics.
- Develop and manage the Human Resources budget and operational plan to ensure alignment with the organization’s strategic and operational priorities.
- Develop, foster and maintain partnerships with human resources and organizational consultants and local and provincial healthcare and public health partners.

**Required Qualifications**:

- Bachelor’s degree in Human Resources Management or equivalent combination of education and experience. Master’s degree in relevant field is an asset.
- Completion of Certified Human Resources Professional (CHRP) designation.
- Five (5) years progressive professional human resources experience in a unionized, public sector environment. Healthcare sector or public health experience preferred.
- Experience in an organizational leadership role. Experience in a management role preferred.
- Sound knowledge of labour relations, occupational health and safety, job evaluation, compensation, benefits, recruitment, retention, training and development, organizational development, performance management, and human resource information management systems.
- Excellent working knowledge and understanding of all relevant employment, labour and occupational health and safety legislation.
- Resourceful, independent, organized and ability to take initiative in areas of need.
- Demonstrated project/program management skills, including the ability to set priorities, establish timeframes, organize resources, and motivate employees.
- Strong strategic, analytical and problem-solving abilities.
- Experience in developing collaborative working relationships and strengths in advising and coaching management, negotiation skills and mediating conflict between employees.
- Excellent verbal and written communication skills.
- Ability to handle sensitive issues diplomatically and maintain confidentially at all times.
- Demonstrated software proficiency and experience with Human Resources Information Systems. Experience with payroll and Ceridian Dayforce is considered an asset.

**Other Requirements**:
Immunizations in accordance with Heath Unit policy;
Satisfactory Criminal Record Check in accordance with Health Unit policy.

Pay: $96,478.20-$113,003.80 per year
