In accordance with the Mission, Vision and Values, and strategic directions of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA’s Agencies/Divisions/Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
The Manager, Business Continuity reports to the Director, Client Services, IMITS and maintains an active working relationship with the Director, Provincial Program, Health Emergency Management BC (HEMBC). The Manager guides policy and procedure development; develops and maintains business relationships with all clinical and non-clinical units across VCH, PHC, and PHSA; negotiates and facilitates consensus in carrying out risk assessments and developing and maintaining of environment requirements and contingency plans; and makes recommendations and works with senior management across PHSA and its agencies/Divisions/Services/Programs; the regional Health Authorities; the Ministry of Health and regulatory auditors. The Manager interacts with senior stakeholders, across PHSA and the regional Health Authorities on the developing, coordinating, assessing, and communicating recovery environment requirements and contingency plans associated with their respective Business Units to protect their organization and to ensure healthcare services and patient safety are maintained in the event that facilities or technology resources are unavailable due to an unforeseen disruption. In addition, the Manager contributing to a broader framework that includes coordination for business continuity and disaster management with other internal and external groups across the healthcare system in BC.
**What you’ll do**
- IMITS - Key Accountabilities
- Develops, implements, monitors and evaluates the IMITS Business Continuity and DRP program to meet critical goals and objectives and ensures program aligns with established standards of practice, organizational policies and objectives, and applicable legislations and regulations, with particular focus on the requirements of IMITS and the critical business and clinical systems/services it supports.
- Manages the delivery of business resilience program elements to the business units through the completion of facility-specific Risk Assessments and departmental Business Impact Analyses.
- Provides leadership, consultation and makes recommendations in the development, implementation and evaluation of IMITS strategies and initiatives related to BC and DRP; including analyzing and compiling critical business process information and requirements for the development of BCP.
- Provides leadership, guidance and consultation to all IMITS staff using effective leadership and communication skills. Represents IMITS and provides recommendations to other internal and external groups, including HEMBC and the Emergency Health Services. Acts as the liaison with Health Shared Services BC (HSSBC) on technical requirements related to BC and DRP. Works with internal and external Auditors as required. Manages and executes IMITS Business Continuity and DRP communication strategies and procedures.
- Determines and recommends IMITS representation, required to support planning and response at health facilities and Health Authority (HA) Corporate Emergency Operations Centre’s (EOCs). Supports the designated IMITS Directors & Managers on Call by providing guidance and recommendations to the methodologies related to invocation of the DRP and BC for IMITS. Develops and support IMITS response structure and training, to facilitate a 24/7 emergency response capacity.
- Develops and implements annual, bi-annual audit or other processes to facilitate the ongoing maintenance and coordination of IMITS DRP and BC procedures. Designs, coordinates, delivers and evaluates a variety of DRP and BC exercises intended to provide IMITS management and staff with the ability to manage their mitigation, planning, response and recovery needs.
- Ensures alignment of BC and DRP to the vision, strategic directions, goals and objectives of IMITS, HEMBC and the HAs.
- HEMBC - Key Accountabilities
- Works with HEMBC to ensure connectivity into the HA response plans; identify and establish broader emergency management goals and objectives, and to identify and establish communication technology systems to notify and track emergency events.
- Supports the identification of technology requirements for HEMBC. Assesses and develops guidelines regarding computer and telephony equipment in EOCs and functional areas, within health facilities and HA Corporate. Works with HEMBC to identify gaps in emergency communication and recommends solutions.
