**Job Description**:
Home and Community Care Support Services South West is seeking a **Learning and Development Business Partner**

Opportunity Summary:
Reporting to the Manager, Professional Practice this position this position fosters individual, team and organizational learning and development, in support of HCCSS Mission, Vision, Values and strategic direction. The position provides expertise, coaching, facilitation, instruction and project management support in the areas of organizational and behavioural change, leadership development, team building, conflict and dispute resolution, adult learning, employee engagement, and the overall development of a sustainable positive culture. The position works closely with organizational development colleagues across the province, with members of the human resources team and with the broader HCCSS management team. **This is a temporary full-time opportunity for approximately 11 months.**

Currently operating remotely, with the launch of a “hybrid remote working model” anticipated later in the year, this opportunity is open to the following locations within the South West region: Woodstock, St Thomas, London, Stratford, Seaforth, or Owen Sound.

What will you do?

Onboarding and Corporate Orientation:

- Develops, implements, monitors, and maintains the South West HCCSS corporate orientation program
- Coordinates/schedules new hire orientation as appropriate in relation to the annual recruiting plan
- Ensures new requirements are incorporated into orientation and collaborates with colleagues across HCCSS geographies, towards provincial alignment
- Evaluates feedback on the corporate orientation program to ensure ongoing improvement

Leadership and Workforce Development:

- Participate in the assessment, planning, design, implementation (facilitation and instruction), and evaluation of on-line and in-class curriculum to promote leadership and workforce development
- Administer the Learning Management System, including navigation support for learners, content building and exporting of reports
- Support the sourcing of external resources, when necessary, to achieve leadership and workforce curriculum not offered in-house
- Support change initiatives throughout the organization, using appropriate change leadership strategies
- Provide consultation and support to managers to support team development.

Performance Development:

- Continuously improve the PD process, initially incorporating the LEADS framework
- Perform random quality audits on performance plans
- Assist in facilitating learning goals as relevant
- Develop reports related to performance development statistics
- Associate performance with succession planning and career pathing as appropriate
- From time to time as requested, support the development of appropriate learning supports an coaching to aid in performance improvement plans (i.e. behavioral learning and development plans)

Awards and Recognition:

- Support the development, implementation and evaluation of Awards and Recognition programs and events
- Support the development of leaders to embed regular and meaningful recognition of employees into their day-to-day leadership practice

Succession Planning:

- Contribute to the development and ongoing use of succession planning for leadership and the workforce
- Provide input to capabilities, position requirements, and employee development to align employees with positions in the organization

Employee Engagement:

- Promote the completion of employee engagement surveys (including Stay and Exit Interviews)
- Assist with the communication of results
- Facilitate groups to determine action plans to respond to survey results
- Monitor effectiveness of improvement strategies and provide options and recommendations for improved retention strategies

Committee Work:

- Develop and maintain relationships with other HCCSS through sharing of best practices related to orientation, education and other OD initiatives and areas of responsibility
- Participates from time to time, or on a regular basis as part of committees in order to support business strategy or for professional development

What must you have?

**Education**:

- Certified Human Resources Professional (CHRP) designation as asset

**Experience**:

- Experience in learning & development and education in a unionized environment with adult learners
- Exceptional relationship management, facilitation, and critical thinking skills
- Experience designing and developing client specific Learning and Development programs to meet changing organizational needs
- Experience working with senior management to facilitate the creation of strategic long range Learning and Development plans
- Ability to understand and collaborate with a broad range of disciplines in order to bring about implementing Learning and Development strategic initiatives
- Using non-authoritative leadership, influence senior leaders to develop a comprehensive and progressive approach
