**Responsibilities**:

- PRIMARY PURPOSE
- Leads the development, planning and implementation of TransLink’s flagship “RapidBus” (“B-Line”) arterial bus rapid transit program. Contributes to divisional policies and actions that support strategic, enterprise-wide business decisions. Plans for delivery, stakeholder engagement, environmental assessment, and risk management in an integrated, multi-modal environment.
- KEY ACCOUNTABILITIES
- Provides leadership to deliver flagship “RapidBus” arterial bus rapid transit program, including very high service levels, high quality passenger amenities, and extensive transit priority. Develops and implements strategies, plans and budgets, short and long-term goals, of Mayors’ Vision and Investment Plans for new RapidBus corridors and ongoing longer term upgrading of existing corridors. Establishes and defines RapidBus service offering and vision, including scope of passenger amenities, transit priority measures, running ways, service levels and operational requirements.
- Works closely with TransLink’s key stakeholders and elected officials at the municipal, regional, provincial and federal levels to meet Enterprise’s legislated responsibilities. Works closely with Executives and senior management in TransLink and subsidiaries on the development and execution of strategic initiatives particularly related to the efficient and effective movement of people throughout the region. Manages development of solutions to complex and multifaceted issues of multi-jurisdictional implementation.
- Develops and manages business plans and operating budgets for program and its component projects, ensuring alignment to regional goals. Provides expert oversight towards on-going initiatives and accomplishes complex projects to support investment, policy and planning decisions with enterprise-wide scope, risk, and political sensitivity. Monitors and keeps projects on track in accordance with endorsed plans and to generate results and recommendations within designated time frames.
- Proactively liaises with other departments towards successful implementation of RapidBus program, including CMBC Operations, CMBC Maintenance, Marketing, Communications, Government Relations, Procurement, and Engineering. Manages the RapidBus Executive Steering Committee and RapidBus Directors Committee, providing ongoing program updates and seeking direction and approvals as required to advance the program objectives. Leads the development of Partnership Agreements, as per Mayors’ Vision.
- Contributes as a key member of the system planning management team in identifying and taking action on risks and opportunities associated with the projects and alerting senior management to critical issues. Foresees strategic issues and mitigates in advance. Develops reports and presentations for senior management on a periodic and ad hoc basis. Keeps the Senior Manager apprised of the status of the initiatives and activities, collaborates with the Senior Manager on resolution of critical issues as they emerge.
- Actively participates in various internal and external committees towards highly responsive interaction with internal and external stakeholders and partners. Participates in collaborative information sharing, problem solving and decision-making with other planning staff across the division, providing input and recommendations based on an advanced level of technical expertise.
- Manages reporting staff, including selection, development, coaching, managing performance, assigning/reviewing work and all other people management practices. Oversees contractors and consultants, providing work direction and monitoring contract compliance.

**Qualifications**:
EDUCATION AND EXPERIENCE

The requirements for this job are acquired through completion of a Master’s degree in a related discipline in planning, economics, engineering, statistics or quantitative research plus seven (7) years of related experience at progressive levels of accountability, preferably
