**Responsibilities**:
PRIMARY PURPOSE

Manage the Information Access (FOI) program across the enterprise and act as the organization’s key delegate for all FOI related matters. Ensures TransLink enterprise is compliant with the requirements under the Freedom of Information & Protection of Privacy Act (FIPPA).

KEY ACCOUNTABILITIES
- Manages FOI process by receiving and responding to requests for records, submitted by external and internal stakeholders to TransLink and its operating companies, within legislated timelines under FIPPA. Ensures TransLink’s compliance with FIPPA and leads resolution towards challenges & constraints faced by staff within the responsive business units.
- Builds & maintains relationships with FOI applicants such as media/special interest groups, political parties, businesses, unions, students, lawyers, claimants and past employees, third parties, other public bodies and internal staff across the enterprise. Collaborates closely with Communications to enable Communications to prepare for and respond to issues resulting from the release of non-personal FOI requests, including those which are politically sensitive or may attract media attention.
- Acts as an expert on FOI for the enterprise by providing advice, guidance and training to all levels of management on information access policies, procedures and related issues. Creates awareness and educates internal stakeholders towards mitigating issues & challenges, in responding to FIPPA requests that would result in harm to the enterprise.
- Reviews and makes recommendations to enterprise policies & procedures, developing and implementing changes as necessary ensuring compliance, with FIPPA. Maintains awareness of changes to legislation and jurisprudence, regulating the policies & procedures accordingly. Initiates action with business leaders, escalating pertinent issues to General Counsel and Executive(s), as required.
- Liaises with Office of the Information & Privacy Commissioner (OIPC) to investigate complaints arising from withheld information, response timelines, and/or third party business or privacy concerns following release of records. Collaborates with stakeholders to mediate a positive outcome and to prevent escalation to OIPC Inquiry, liaises with external Legal Counsel to provide support in resolving OIPC Inquiries, Judicial Reviews and other unforeseen challenges. Represents the enterprise in appeals before the Commissioner and advises General Counsel in this regard, when requested.
- Stays current on key developments and trends in FOI, by referring regularly to the OIPC website to review orders, mediation summaries, special reports & directives, and communicating with policy advisors, as required.
- Provides leadership to reporting support staff, including recruitment, selection, coaching, developing, managing performance, and all other aspects of people management.

**Qualifications**:
EDUCATION AND EXPERIENCE

The requirements for this job are acquired through completion of Information Access & Protection of Privacy certificate program plus 7 years of related experience in the public sector, or an equivalent combination of education and experience.

OTHER REQUIREMENTS
- Advanced knowledge of the information access requirements under the Freedom of Information & Protection of Privacy (FOIPP) Act. Also solid knowledge of the protection of privacy requirements under the Act in order to provide backup for the Privacy Officer
- Advanced ability to plan, develop, implement and monitor a sound framework of policies and procedures to foster compliance with the FOIPP Act
- Solid interpersonal skills to communicate with leaders at all levels in a compelling and clear manner, with ability to use strong persuasion skills
- Solid organizational skills to facilitate information access processes in compliance with critical timelines
- Solid judgment and decision-making skills to control the appropriate release or withholding of critical information- Solid leadership skills to act as
