**Responsibilities**:
PRIMARY PURPOSE

Reporting to the Director, BCRTC People Services (HR) in executing various HR initiatives including delivery and sustainment of employee experience programs such as employee recognition, employee engagement activities, and employee attraction and retention strategies. Works collaboratively with BCRTC People Services (HR) teams across all disciplines to support the delivery of HR employee engagement plans, programs, and practices for BCRTC.

KEY ACCOUNTABILITIES

Participates as a member of the Director’s management team and works with the Director to develop BCRTC’s annual HR Business Plan in collaboration with the TransLink HR team to ensure alignment with the enterprise’s overarching HR People Plan.

Participates on various committees relating to HR initiatives, engagement, and employee experience programs.

Manages and oversees the delivery and sustainment of employee recognition and events, long service, employee onboarding, employee engagement survey actions, and leverages TransLink’s HR as they carry out work in order to implement and deliver these programs in alignment with the enterprise and in support of the achievement of BCRTC’s business objectives.

Proactively researches best practices and trends pertaining to employee experience initiatives; identifies opportunities, makes recommendations, and works with internal stakeholders to implement approved changes and improvements by streamlining practices and procedures.

Assists with the delivery of complex and sensitive workplace bullying and harassment (discrimination-based) joint investigation with applicable unions or other stakeholders as required.

Manages reporting staff, including selection, development, coaching, performance management, assigning/reviewing work, and all other people management practices.

**Qualifications**:
EDUCATION AND EXPERIENCE:
The requirements for this job are acquired through an undergraduate degree in business administration, human resources or a related discipline, and six (6) years of related experience at progressive levels of responsibility preferably with a strong understanding of operations in a unionized environment and demonstrated ability to provide effective program management.

OTHER REQUIREMENTS:
Advanced knowledge of the theories, principles, practices and techniques pertaining to the human resources.

Solid understanding of Human Resources strategies, practices, policies, and procedures.

Advanced knowledge of the collective agreements, relevant employment standards, and other regulatory requirements.

Advanced relationship-building and maintaining skills with ability to develop critical partnerships with business leaders and employees, and ability to foster inter-functional relationships and collaborate effectively with HR colleagues in a multi-disciplinary context.

Solid planning skills to develop work plans for areas of accountability, in alignment to business objectives.

Advanced interpersonal and communication skills to provide specialized guidance and expertise to managers and staff; and to development and manage critical relationships with union leaders and representatives.

Solid analytical and problem-solving skills to identify and mitigate emerging HR issues.

Solid organizational and time management skills.

Advanced project and change management skills to manage deployment and roll out of initiatives and facilitate related changes.

Solid leadership skills with ability to manage directly reporting staff, and also to provide specialized guidance and expertise to all levels of the organization.

CPHR designation would be a strong asset in the role.
