**Job Summary**:
The Manager, Programs and Services, oversees programs which serve marginalized and vulnerable residents, particularly seniors, youth, and newcomers in the west end of Toronto. Reporting to the Senior Manager, the Manager,
Programs and Services, will be responsible for the successful implementation of programs and for achieving committed output and outcomes. Core responsibilities include, but are not limited to: building and strengthening relationships across the City of Toronto with a specific focus on Parkdale and its surrounding communities; ensuring program deliverables are met; effective mentoring, guidance, support and monitoring of the team; working in collaboration and supporting CultureLink’s programming for newcomers; such as settlement, employment, mentoring and mental health services implementing an effective feedback system to meet and exceed the agency’s strategic goals related to quality service provision, accountability and equity.

Proven experience and/or training (i.e. Diversity & Inclusion) for working with employees and clients from diverse backgrounds as well as strong conflict resolution skills are critical for the role’s success.

The Manager will perform an immediate critical role in planning and implementing strategies for the continuation of successful and a safe return to in-person delivery of services/service enhancements at CultureLink offices, partner sites including the Toronto Public Library, Parkdale Branch. On-site presence is required.

**Duties**

Working closely with the Senior Manager, and other management members, the Manager will:
**Programs Leadership**
- Direct, control and evaluate the delivery of services
- Design, administer and evaluate services so as to meet/exceed the agreed deliverables
- Coach and develop staff for optimal performance
- Sustain in-depth familiarity with current developments in laws and policies regarding poverty reduction, seniors’ services, newcomer services and community development
- Design, collect, and analyze data to assess community needs, to support program development efforts
- Identify programs enhancements and collaborate on development of funding proposals
- Establish a community group consisting of community organizations and agencies where best practices and challenges can be shared

**Programs Operations**
- Produce periodic, well-researched, data-based reports to assist the management in ensuring that the programs are well established to meet, and/or exceed, the expectations of the funders and other stakeholders
- Manage tracking and submission of program reports to Funder, Board of Directors, and CEO
- Implement the programs through several off-site locations and lead a team of front-line employees to achieve the program deliverables required under the funding agreement(s) with Federal, Provincial, Municipal and other funders.
- Foster a work environment which upholds CultureLink’s values of respect for all, providing high quality community programs, and continually learning to provide best practice programs
- Lead and facilitate in the hiring process and onboarding of new employees
- Set performance parameters, monitor individual achievements, support and mentor team members and conduct performance appraisals
- Mentor, support and develop the team members through coaching and direction on training & development opportunities
- Manage physical resources and maintain accountability
- Prepare and compile periodic program results-based reports for funders and donor(s) ensuring that appropriate records are maintained to provide a sound basis of program activities and results.

**Relationships Management**
- Promote CultureLink Programs and Services within various community spaces and Libraries in Parkdale and the City of Toronto.
